Summary

Duties

Help
  • The Senior Director of Religious Education and the Joint Base Senior Chaplain provides overall vision and identify broad areas of focus. The Supervisor and the Employee in consultation develop the deadlines and the work to be done.
  • Employee exercises initiative and judgment in planning and implementing the Catholic religious education and youth programs.
  • Work is evaluated on the basis of consistency with sound educational philosophy, fulfillment of program objectives, soundness of recommendations and achievement of effective solutions to problems.
  • Responsible for a comprehensive religious education program for children, youth, adults, for sacramental preparation of persons of all ages, for the Rite of Christian Initiation of Adults and Children.
  • Responsible for a well balanced Youth Ministry Program that includes education, worship, outreach, and social activities.
  • Ensures that authorized military personnel, reservists, and family members are afforded the free exercise of their religious beliefs.
  • Advises the 502d Air Base Wing Joint Base Senior Chaplain, Joint Base Deputy Chaplains, and the Senior DRE regarding Religious Education and Youth Ministry programs.
  • Plans and implements a comprehensive religious Education and youth Ministry program for authorized military members, authorized civilians, and their family members.
  • Serves as focal point for implementation of religious education and youth ministry.
  • Recruits volunteer workers, coaches and trains volunteers to promote effective mission accomplishment for all phases of the religious education and youth ministry program.
  • Provides input to Senior Director of Religious Education and Joint Base Senior Chaplain for annual and monthly budgets for religious education and youth ministry materials and support activities.
  • Ensures and makes provision for training and mentoring of religious education and youth ministry personnel. Participates in Installation-level training.

  • Master's Degree in religious Education is highly desired, with 3 years full time paid religious education experience or master's degree in any discipline with 24 hours in Religious Education academic coursework (cont)
  • (cont) and 4 years full time paid religious education experience.
  • Must be able to obtain certification from the Army Chief of Chaplains.
  • Persons assisting Chaplains including Chaplain Assistants and Chapel office staff are bound by the same constraints of confidence and privilege as are Chaplains.
  • All positions are considered professional religious educators who serve in the capacity of Directors of Religious Education on the staff of Chaplains in the military services.
  • TDY may be required.
  • May be required to travel on commercial or military aircraft.
  • Must be able to obtain appropriate security clearance if required or pass applicable background checks.
  • Work schedule may require other than normal duty hours for planning, training, activities over lunch, as well as Sunday and Saturday religious service related activities.
  • Duty may require travel to other Joint Base San Antonio locations.

Qualifications


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, Religious Education Specialist.

Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

AND

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes developing and implementing a religious education program which includes theology, education, social science, and curriculumdevelopment.

OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR
COMBINATION OF EXPERIENCE AND EDUCATION
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Knowledge in theology, education, social science: and skill in developing curriculum, volunteer management, instruction and general administration.

2. Ability to apply the knowledge, principles, methods and regulations for the operation of the religious education program.

3. Ability to recruit volunteers for all phases of the program and provide appropriate training as required.

4. Ability to access or locate information through the use of a personal computer and software programs.

5. Basic knowledge and ability to carry out financial responsibilities as instructed to include compliance with Internal Management Control principles and procedures.

6. Skill to apply leadership and management principles to effectively manage subordinates and volunteers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
