Provides advisory services on all Title 38, Hybrid Title 38 and Title 5 recruitment and placement actions. Advises management on recruitment strategies, sources and special programs that emphasize affirmative action in staffing programs.
Assists management in the development of recruitment forecasts, staffing plans and related initiative to recruit and retain a capable workforce.
Makes suggestions and offers advice concerning the best qualified candidate in keeping with VA staffing goals and programs.
Assists management in the development of job analysis to determine knowledge, skills, abilities and other characteristics necessary for the recruitment and placement of well qualified candidates in internal or external competitive staffing actions. Advises management concerning technical and procedural aspects of the program.
Advises employees and managers on areas of consideration, effect of mandatory consideration of priority candidates, VRA appointment and Veterans preference.
Assures all credentialing processes are completed and in place, serves as technical advisor to Professional Standards Boards.
Sets appropriate pay rates on all placement and appointment actions. Provides guidance to management on above minimum entry rates. Conducts pay panels for physician and dentist pay along with acting as technical advisor on professional standards boards. Conducts wage grade panels and general schedule panels for promotions.
Provides technical advice and assistance on issues relating to premium pay, shift and environmental differentials, salary adjustments on promotions, change to lower grade, reinstatement, within grade increases, overtime, etc.
Participates in special assignments such as: (1) updating, revising and/or editing station memorandum of policy, (2) advising, coordinating and preparing classification appeal material.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
