Duties

Help

The Human Resources Specialist, located in the Office of Management and Administration, is responsible for the comprehensive support services to OIG. This Office promotes organizational effectiveness and efficiency by providing reliable and timely personnel, training, financial, budgetary, and IT services to the organization. The Human Resources Division is responsible for developing and implementing OIG’s human resources policies and programs including training, performance management, employee relations, classification, and staff acquisition.

As a Human Resources Specialist, you will:
-Draft position descriptions, perform position management and organize development functions and assist with ensuring standardization of position descriptions across all organizational lines.
-Provide assistance in conducting studies and analysis of series and positions within general schedule and federal wage system positions.
-Receive and maintain Delegated Examining Authority, and ensure compliance with the Delegated Examining Operations Handbook (DEOH), veteran's preference, hiring reform, and accountability programs.
-Perform the full range of staffing and recruitment duties, including assisting supervisors to determine how they should announce vacancies to attain the most and best applicants.
-Lead management to employ change process concepts and technique by assessing organization readiness and lead change initiatives, such as strategic planning and workforce development and developing strategic goals for change.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

- Consulting and assisting managers and employees on human resource initiatives such as: recruitment and placement, classification and position management; AND
- Applying HR regulations, processes and procedures; as it pertains to the review of HR operational work such as position descriptions, evaluation statements, job analyses, vacancy announcements, certificates of eligible and pay setting services for General Schedule (GS) employees or equivalent; AND
- Providing recommendations on routine/standard personnel practices and procedures and personal actions; AND
- Performing human resources staff acquisition work that included interpreting and applying Title 5 regulations and a merit staffing plan or equivalent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
