Summary

This position is located within the VA New England Health Care System's Library Services/Knowledge & Information Service (VISN1) in Boston, Massachusetts. The Librarian is a member of the VISN1 Librarians team and works closely with other VISN1 Librarians to collaboratively set policies, survey users, collect and analyze usage data, plan purchases and implement purchased e-content on VISN1 portals.

These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Major duties and responsibilities include but are not limited to:

  • Provides assistance to patrons - training users to locate and access eBooks and eJournals;
  • Provides reference service to patrons - answering queries as team member of Librarians on Call (E-reference service);
  • Maintains personal mastery of all information technologies and eResources, apps, databases, etc.;
  • Triages document delivery requests while training and working with paraprofessionals doing document delivery and interlibrary loans;
  • Adheres to compliance standards set forth by Copyright legislation;
  • Communicates frequently and articulately with customer groups and teams to create and present focused training, engender collaboration, and assist information/knowledge needs, eScience Data, and translational medicine;
  • Assists and supports the development of effective user aids and training (LibGuides, one on one, small group, webinars, embedded podcasts, screenshots, etc.);
  • Develops effective and efficient instructional learning plans and modules for local educational credit;
  • Develops effective user aids, training programs, plus employs pro-active local marketing/promotion strategies to highlight wide range of VISN 1 resources;
  • Teaches and/or develops information tools, knowledge resources, and/or services that focus on building clinical information literacy, knowledge management, and clinical decision making skills;
  • Assists in the compilation of usage, cost and effectiveness statistics on all e-content and VISN 1 Library Services;
  • Works on statistical reports and works to improve quality and/or identify opportunities for redesign; and,
  • Performs all other duties as assigned.

Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Qualifications

Basic Requirements for GS-1410 Librarian Series:

Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. ~OR~
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~

In addition to the Basic Requirements above, to qualify for this position at the GS-9 level, you must meet one of the following requirements:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian. Specialized experience would be assisting as an information specialist providing reference services, literature searches, and information consulting to medical center professional staff, trainees and clients in a hospital or medical center environment. Experience must demonstrate the ability to perform in the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in this field; and to maintain up-to-date information on the state of the art. Additional experience includes the following at a developmental level: plans, coordinates, and carries out the successive steps in reference work, fact-finding and analysis of search results, problems or issues in accordance with accepted librarian practices; plans, develops, and implements library outreach and library/information services marketing programs; and requires a variety of oral, written and graphic communications methods and techniques in presenting information about the medical center and library's services and resources. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successful completion of two (2) full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to this position as a Librarian. Combination: Equivalent combinations of successfully completed progressively higher level graduate education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include progressively higher level graduate courses directly related to the work of this position (as described above). Additional information

Physical Requirements: Work is primarily sedentary, although some physical effort may be required. Some walking, standing, bending, and carrying of light office items, computer equipment, presentation aids, displays and packets is required. The Librarian will be required to make periodic visits to other facility's, local community organizations, training sites, and other locations.

Work is typically performed in an adequately lighted and climate controlled office. This work may require walking between clinical areas and travel between Medical Centers and Community Based Outreach Clinics.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
