Qualifications

Basic Requirements:
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

or

Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.Evaluation of Experience: Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.

Specialized Experience:

For GS-9: One year of specialized experience (equivalent to GS-07) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is the knowledge of general archival principles and procedures, knowledge of protection methods used for historical documents.

For GS-11: One year of specialized experience (equivalent to GS-09) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is the full professional knowledge of principles and techniques of archival administration, good knowledge of historical research methods and demonstrated skill in their application, Comprehensive knowledge of American/military/Air Force History.

For GS-12: One year of specialized experience (equivalent to GS-11) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is the knowledge of standard methods, techniques concepts and principles of archival arrangement and cataloging in order to perform independent assignments in organizing and cataloging, knowledge of archival principles and procedures, laws, regulations, policies and precedents, which affect the use of program and related resources in the area of archives collection.

For GS-13: One year of specialized experience (equivalent to GS-12) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is the knowledge of the arrangement, content and servicing of historical collections and working knowledge of other collections and procedures used to access them, knowledge of protection methods used for historical documents.

For GS-14: One year of specialized experience (equivalent to GS-13) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is the comprehensive and detailed knowledge of archival principles and procedures, including the areas of arrangement, preservation and servicing, a comprehensive and detailed knowledge of the arrangement, content, servicing, and utilization of the Air Force Historical Research Agency collections and working knowledge of the other official archival collections and procedures used to access them.

For GS-15: One year of specialized experience (equivalent to GS-14) experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Some specialize experience is your ability to provide expert program management, policy guidance and support on issues related to the accessioning, processing and providing reference service on the permanently valuable textual records held by the National Archives. Exercises supervisory control over the assignment and prioritization of work, and the effective and efficient use of personnel within the Division.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of the arrangement, content, and servicing of historical collections and working knowledge of other collections and procedures used to access them.
2.Knowledge of general archival principles and procedures.
3.Knowledge of methods, procedures and techniques used to assist researchers and staff members in locating and retrieving documents, microfilm, audio tapes, and other archival materials.
4.A working knowledge of protection methods used for historical documents.
5.Skill in organizing information in a logical and easily understood manner for use by researchers.
6.Ability to communicate effectively orally and in writing.
7. Ability to work with a wide variety of professional and senior personnel in areas requiring sensitivity and tact.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

This is a Direct Hire Public Notice and is being used to fill under the Direct Hire Authority for Cyber Workforce Positions up to grade GS-15. Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
