The duties of this position include but are not limited to:
Provide advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate the HR Employee Relations/Labor Relations program.
Research a broad range of information for employees regarding their rights, privileges, benefits, and obligations to assist them in acting or making decisions.
Make recommendations to the Senior Human Resources ER/LR Specialist to modify guidelines to resolve complex, precedent-setting employee relations issues.
Work with HR staff to propose new policies regarding employee relations/labor relations.
Conduct research into employee relations cases to identify trends, patterns, or aggravating and mitigating circumstances.
Gather information in response to grievances, arbitration cases, unfair employee practice, and impasse hearings.
Prepare case files for hearings relative to adverse actions, performance-based actions, and grievances utilizing knowledge of the policies, procedures, and precedents of relevant adjudicating bodies.
Assure that official case files are properly maintained with complete documentation to support recommended or final action.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m.

Specialized Experience and/or Education:

Examples of specialized experience include but are not limited to providing guidance, consultation, advice, and assistance to management on aspects of employee relations issues; conduct extensive research into employee relations cases to identify trends, patterns, or aggravating and mitigating circumstances.

Masters degree or higher or 2 full years of progressively higher level graduate education leading to such a degree. Or, LLB. or J.D., if related.
GS - 11: Possess one (1) full year of specialized experience with the particular knowledge, skills, and abilities to perform the duties of this position successfully that is at or equivalent to the next lower grade level (GS-09) in the Federal service. Examples of specialized experience include but are not limited to providing guidance, consultation, advice, and assistance to management on employee relations issues such as grievances, disciplinary and adverse actions, ethics, employee assistance programs, performance based actions, and reasonable accommodation.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Or, LL.M., if related.
Applicants may also combine education and experience to qualify at the GS-09 or GS-11 levels. To calculate·, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 or GS-11 levels. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
