Duties

Help

Reviews and analyzes a wide variety of complex materials from various sources to identify legislative items of significance and effectively presents DOL's position on these issues.

Performs Congressional liaison work, including the controlling, analyzing, researching, and formulation of official responses to written and telephonic requests on matters of Congressional interest.

Coordinates the management and maintenance of the DOL's systems for tracking Questions for the Record (QFRs) with the Office of Congressional and Intergovernmental Affairs (OCIA) and the Office of the Solicitor (SOL).

Prepares a variety of correspondence and reports such as position papers, fact sheets, inserts for the record, testimony, and letters for OCIA to send to Members of Congress or Congressional committees in response to written and oral inquiries from Congress.

Coordinates with DOL staff on plans and problems associated with Congressional interest. Determines factual data required, issues involved, and extent of action necessary to establish coordinated positions on Congressional matters affecting DOL plans and programs.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level "GS-12" , in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position. 

Specialized experience is defined as experience in reviewing and analyzing official correspondence; conducting legislative research and drafting papers or talking points for use by executive-level officials to respond to Congressional inquiries; and/or experience in using qualitative and/or quantitative methods to analyze and interpret legislative data.

- A writing sample may be requested at the time of the interview.

Education

There is no substitution of education at the GS-13 level.

Technical: Uses knowledge that is acquired through formal training or extensive on the job training experience to perform one's job; understands and evaluates technical information related to the job; advises others on technical issues.

Administrative and Management: Knowledge of planning, coordination of projects or events, and execution of business functions, resource allocation, and production.

Oral and Written Communication: Uses correct English grammar, punctuation, and spelling to communicate information in a clear, succinct and organized manner. Composes written information, which may include technical material that is appropriate for the intended audience. Makes clear and convincing oral presentations, listens to others, attends to nonverbal clues and responds appropriately.

Coordination: Effective project management skills to plan, schedule, coordinate and monitor administrative and programmatic assignments to ensure quality control and efficiency.
