Temporary: Selections resulting from this announcement will be on a temporary basis, not to exceed 3 years. Appointments may be extended in one year increments up to five years total. Positions are subject to Employee Rotation Policy Directive #51335-013.

This position starts at a salary of $87,252.00 (GS-13, Step 1) to $113,428.00 (GS-13, Step 10) with promotion potential to $113,428 (GS-13, Step 10).

  • Supporting the conduct of training and certification of multi-disciplined CBP canine teams;
  • Scheduling and assigning training, special projects, and curriculum development activities;
  • Developing training courses using instructional system design techniques and preparing lessons plans and course material;
  • Supervising and conducting the instruction, counseling, and evaluation of canine handlers and instructor candidates; and,
  • Maintaining student and instructor records.

Qualifications

You qualify for the GS-13 level if you possess one year of specialized experience at the GS-12 level or equivalent by the closing date of this announcement performing duties such as:

  • Directing operational programs and their appropriate support functions or direct national and local policy or programs;
  • Applying U.S. Customs and Border Protection laws, regulations, instructions, and procedures pertaining to border security and law enforcement procedures; and
  • Assisting advising, and instructing employees in their work and resolve difficult problems requiring coordination with other operating units
Canine Instructor Requirement: You must have successfully completed the CBP Canine Handler and/or Instructor course.

Firearms Requirement: You will be required to carry a firearm while on duty. Anyone who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C. Section 922 (g) (9)). Candidates will be required to certify whether they have ever been convicted of such an offense.

Physical and Medical Requirements: Because the duties of the position are of a strenuous nature and require a high degree of interaction and responsibility to the public, you may be required to undergo and successfully pass our medical screening process. You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/20/2019.

These are Non-Bargaining Unit status positions

Motor Vehicle Operation: You must have a valid automobile driver's license at the time of appointment.

Shift Work/Overtime: This position may require regular and recurring shift work. You must be willing and available to work rotating shifts.

Travel: May be required on a regular and recurring basis.

Canine Instructor Requirement: You must have successfully completed the CBP Canine Handler and/or Instructor course.

Uniforms: This position requires you to wear an officially-approved uniform while in duty status.

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within 90 days of assignment to this position.

Supervisory Training: All newly appointed, first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include three weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Veterans' Preference Eligibility: The maximum age for original appointment does not apply to veteran's preference eligibles.

Secondary CBPO Enhanced Retirement Requirement: This position meets the definition of secondary CBPO enhanced retirement coverage under the laws and regulations defined in 5 U.S.C. 8331 (31), Civil Service Retirement System (CSRS) and General Provisions for Customs and Border Protection Officers defined in 5 U.S.C. 8401(36), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO special retirement coverage is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. § 831.1604 for CSRS and 5 C.F.R. § 842.1003 for FERS. To be eligible for this secondary CBP Officer Special Enhanced Retirement covered position you must have permanently served in a primary CBP Officer Special Enhanced Retirement System covered position, e.g. Customs Inspector, GS-1890; Immigration Inspector, GS-1816; Canine Enforcement Officer, GS-1801; or CBP Officer, 1895.
