Help

The Pathways Program is work experience that provides an opportunity for students to pursue work that is relevant and beneficial to their academic studies. Assignments are designed to assist employees in developing a basic understanding of specialized practices and procedures and a familiarity with work operations. You will provide assistance to higher level personnel by performing routine and repetitive tasks. The program is an excellent opportunity for students to get an interesting, real-world experience while contributing to the defense of our nation.

Qualifications

In order to qualify for this position, your application must provide sufficient documentation showing you possess the required educational level needed to perform the duties of the specific position for which you are being considered.

To Qualify for the NT-01 Level: you must be currently enrolled in a high school diploma, General Education Diploma (GED) program, or post-high school educational program.

To Qualify for the NT-02 level: you must have successfully completed 4 academic years of post-high school leading to a bachelor's degree or equivalent degree (or meet this requirement within 9 months of the closing date of this announcement)

This position may be non-competitively converted to a career ladder position after meeting all regulatory requirements (including qualification requirements), and upon the recommendation of management. Promotion is neither implied nor guaranteed. Upon conversion the FPL of the competitive service position can be converted to NT-4 based on the mission requirements and the duties of the position.

This position has Conditions of Employment (screen-outs) which will be used to determine minimum qualifications for this position. Applicants not possessing these Conditions of Employment will be found ineligible for this position. They are:

  • United States Citizenship, and
  • 18 years of age or older at time of appointment
This position has a Quality Ranking Factor that will be used to differentiate best qualified candidates. The Quality Ranking factor is: A cumulative college grade point average of 2.75 or better prior to entry of duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Applications will be accepted from students who expect to complete qualifying education within 9 months from the date of application. However, agencies are required to verify that the education has been completed successfully before any applicant can be appointed (report to work); therefore, your selection or start date may be impacted by proof and completion of all position requirements.

To remain eligible for this internship, you MUST continue to be enrolled in a qualifying educational institution on a full or half-time basis for the duration of the appointment.

Supporting documentation: You must provide acceptable documentation of your appointment eligibility, by providing proof of enrollment or acceptance of enrollment, in the form of letters, records or statements issued from a high school, vocational institution, college, or university, with your completed application. NOTE: Acceptable proof of enrollment includes a current course schedule.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Education

QUALIFYING EDUCATION:
1) A high school whose curriculum has been approved by a State or local governing body, or a home-school curriculum that has been approved by such a body or a State; and
2) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education: (i) A technical or vocational school; (ii) A 2-year or 4-year college or university; (iii) A graduate or professional school (e.g., law school, medical school); or (iv) A home-school curriculum.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Education completed in foreign colleges or universities may be used to meet the qualification requirements, if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. PROGRAM COMPLETION AND CONVERSION:
Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.
To be eligible for conversion, Interns must:

Complete at least 640 hours of work experience acquired through the Internship Program
Complete their degree or certificate requirements
Meet the qualification standards for the position to which the Intern will be converted
Meet agency-specific requirements as specified in the Participant's Agreement, and
Perform their job successfully


The Pathways appointment has promotion potential to the NT-02 grade level. If selected below the full performance level, incumbent may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

If converted to the competitive service, the competitive service appointment has promotion potential to the NT-4 grade level based on the mission requirements and the duties of the position. If selected below the full performance level, incumbent may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Promotion potential is based on completing credit hours and intern work experience. Employee may not reach the FPL if their education and experience do not meet promotion criteria outlined in Appendix A of the DON Pathways Programs Implementing Guide.

Incumbents may be non-competitively reassigned to another Internship position with no greater promotion potential than that of the position for which they were selected.

Pay Retention will be extended to eligible Federal Government employees selected for this formal employee development program.

Active duty military members MAY apply under this announcement. If selected, appointment eligibility requirements must be met prior to the effective date of appointment.

This position may be eligible for part time, full time or ad-hoc telework at the discretion of management.

PROGRAM ELIGIBILITY:

Applicants must be a U.S. citizen and a current student enrolled in:
1) A high school or home-school curriculum approved by a State or local governing body;
2) An accredited college (including technical, vocational trade schools, two or four year colleges/universities);
3) A graduate or professional school (e.g., law school, medical school, etc.); or
4) A Certificate Program in a qualifying educational institution, equivalent to at least one academic year of full-time study, that is part of an accredited, college-level, technical, trade, vocational or business school curriculum. Short-term training and/or certificate programs (i.e., several two-week programs completed or class sessions attended over a period of two years) that are not required for the position or which lack sufficient academic rigor, are not considered an acceptable academic course of study.
