You will:
- Serve as Deputy Chief, Environmental Response Team - West (ERT-W) responsible for the planning, programming, policy implementation, management, direction and control of the Team and report to the Chief, Environmental Response Team.
- Review and direct operations of ERT-W and work closely with Regional and other headquarters program managers to ensure timely, continuing and appropriate implementation of and compliance with both short-term and long-term program deliverables. Initiate and guide the development of new applications in the prevention, control and clean up of releases of hazardous substances, and actively encourage the development of new methodology and techniques.
- Supervise assigned staff; making assignments, determining priorities, evaluating employee performance, recommending incentives, initiating corrective actions, assuring safety practices are followed, keeping employees informed of management and personnel policies.
- Direct special analyses of significant management and policy issues which may affect ERT program management and operations. The studies and surveys may involve organization and functions, methods and procedures, human and fiscal resource requirements for projected accomplishments. As a result of these studies and surveys, incumbent may make recommendations for design of or amendments to ERT's program operations.
- Serve as expert representative on Agency, inter-agency and technical societies and seminars of national and international importance. Provide program advice and information to the Chief, ERT and higher authorities within the Agency, to other government agencies, and non-federal organizations, institutions, industries and individuals. Maintain current information on the latest technical developments regarding hazardous substances, uncontrolled hazardous waste sites, oil spill, guidelines and criteria and the related impact to branch activities.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You will be required to obtain and maintain a top-secret security clearance.
If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
Participation in the medical monitoring program is required.
This position requires the use of personal protective equipment (PPE).
If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

A bachelor’s degree from an accredited or pre-accredited college or university in one of the following:
General Physical Science 1301
Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science.
Engineering (800 Series)
You must meet either paragraph A or B.
A. Engineering degree from a school of engineering with at least one or more curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus AND courses (advanced beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education AND experience--college-level education, training, and/or technical experience that furnished: 1) a thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration; 2) Written test--Evidence of having successfully passed the Engineer in Training exam or the written test required for professional registration; 3) Specified academic courses--Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or appropriate professional field provided applicant has 1 year professional engineering experience acquired under professional engineering supervision and guidance.

You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience in the planning and processes of an environmental response team organization, reviewing and directing the operations of technical staff analyzing effectiveness of environmental studies/surveys and representing organization at meetings or seminars regarding environmental contamination and response issues.

2. Ability to set work plans and schedules ensuring implementation by team leaders, subordinates and others.
