Duties

Help
  • Prepares Congressional affairs work plans and schedules to assist in identifying and securing agreement on key tasks to be accomplished and drafts proposed communications to Congress, other agencies, and the public.
  • Monitors and tracks Congressional activities, builds and maintains constructive relationships with key offices and staff, tracks legislation and Congressional priorities of interest to the Commission.
  • Reviews, analyzes, and evaluates legislative policies and proposals.
  • Arranges regular meetings with Congressional offices.
  • Responsible for regular revision and updating of the Commission?s web site content and maintains an active social media presence for the Commission. Maintains and updates comprehensive internal on-line contact databases.
  • Drafts, reviews, edits and supervises the production of the Commission?s web-based Annual Report, quarterly newsletters, and other budget and outreach materials directed to Congress, the Administration, or the public.
  • Assists the Executive Director with communications. Prepares outreach materials. Answers verbal inquiries and/or prepares written responses in consultation with the appropriate senior staff members.
  • Responds to Press inquiries.
  • Assists with the coordination of logistics for the Commission?s Annual Meetings and leads agenda development.
  • Assists the Executive Director and senior staff by organizing, monitoring, and tracking major work products as driven by established deadlines, annual due dates, or periodic commitments.

Qualifications

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: Possess a Master's or higher degree in biological science relating to the marine environment or marine mammals.

OR

B. Combination of education and experience: Possess a Bachelor's degree in biological science relating to the marine environment or marine mammals and at least one year of relevant experience. This includes courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience includes experience that shows knowledge of marine mammals and habitats, familiarity with the Marine Mammal Protection Act, experience writing briefing materials and reports, experience in congressional relations, knowledge of website design and management, and ability to organize meetings on scientific issues.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience includes experience that shows in-depth knowledge of marine mammals and habitats, knowledge of the Marine Mammal Protection Act; able to communicate scientific findings and concepts to a range of audiences; experience writing briefing materials and reports, experience in congressional relations, knowledge of website design and management, and ability to organize meetings on scientific issues; work with Congressional and Federal budget processes, prepares briefings for members and staff; track legislation and member and staff turnover.

Education Substitution of education for experience is not applicable to this vacancy.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement. You must submit an SF-50 that shows competitive service eligibility to be considered.

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge to be considered. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade requirements.

3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later to be considered.

4. Military spouses are eligible if their active duty military spouse: 1) receives a Permanent Change of Station move; 2) has a 100% disability rating; or 3) died while on active duty. Please submit supporting documentation.

5. Schedule A: Documentation of eligibility under Schedule A can be obtained from a licensed medical professional; a licensed vocational rehabilitation specialist (i.e. state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. Territory that issues or provides disability benefits. This letter must be separate from any Veterans Preference documentation.

6. A Former Peace Corps or VISTA Volunteers Appointment. Please submit documentation to be considered.

7. Veterans eligible for a Veterans' Recruitment Appointment (VRA). You must submit a copy of your DD-214. NOTE: VRA only applies to positions at the GS-11 level and below.
