Duties

Help
  • Works with hiring officials to develop recruitment strategies, job analyses and ensures compliance with OPM standards and relevant law, regulation and policy.
  • Manages or administers Human Resources (HR) functions and processes for recruitment and staffing.
  • Maintains awareness of and performs research in human resources law, regulation and policy; determines effect on OIG and HCM operations and recommends methods to address new requirements and integrate them into current operations.
  • Conducts or participates in special projects or studies in areas of responsibility; develops project plans and objectives; conducts projects; documents results and provides recommendations to HCM leadership.
  • Participates in planning sessions with HCM leadership and staff, advising on issues in areas of responsibility.
  • Uses electronic and manual information systems to include internal reporting requirements such as metrics; enters, retrieves, and tracks information; identifies and documents problems and works with responsible staff to resolve problems.
  • Works with hiring officials during selection, advising on requirements or resolving issues.

  • Incumbent is required to obtain and maintain a Secret security clearance.
  • Required urinalysis for illegal drug use prior to appointment and subject to random drug testing thereafter.
  • Drug testing is not required for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position to another with no break in service.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • Must provide documents showing ICTAP eligibility.

Qualifications

To meet basic requirements for this position, you must have at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service. Specialized Experience is defined as regularly performing duties such as: working with management to develop recruitment strategies for a variety of occupations and grades in both the competitive and excepted service; researching law and regulation relating to recruitment and staffing and recommending implementation; and presenting training and briefings on recruitment and staffing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at this level.
