This position is located in the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA), Office of the Director, Communications Staff, located in Washington, D.C.

The National Institute of Food and Agriculture is looking for a candidate with strong public relations or communications management experience. If you enjoy building relationships with internal and external stakeholders and have creative and strategic ideas to spotlight programs or tackle a variety of public relations issues, then this is the job for you!

The incumbent serves as the Director of the Communications Staff and a top advisor to the NIFA Director and Associate Directors with responsibility for planning, designing, and executing a strategic communication plan to inform and educate the public, news media, and specialized audiences about NIFA programs and outcomes.  The incumbent also supervises the NIFA Communications Staff so that their work advances NIFA’s mission and promotes its value to the public.

Major Duties may include, but are not limited to:

  • Planning and managing public affairs or communications programs involving issues that are controversial or of significant public or Congressional interest.
  • Designing media strategies to respond to issues based on analysis of local and national food and agricultural sciences news stories.
  • Drafting and editing written products (i.e., press releases, press statements, op-eds, remarks, talking points, publications, etc.) that define and explain new or substantially revised programs or policies.
  • Responding to media or government agencies about activities that could significantly affect public opinion or prompt legislative action.
  • Leading and supervising a team.
  • Managing and directing a staff performing public affairs operations.
  • Interacting with the following groups on food and agricultural science programs: federal government; state or local government; colleges or universities; public or private organizations; news media; and other communications organizations.
  • Representing the organization in meetings or discussions involving individuals, groups and organizations working in support or in opposition of the organization’s programs and policies.

Qualifications

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience directing a national communications program conveying complex and scientific information concerning research, education, and extension activities; communicating program information and activities to scientific and professional organizations, media, and university personnel; and leading or supervising teams.

Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:

  • Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)
  • Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.
