The Assistant Inspector General for Audit (AIGA) position is located in the AOC Office of Inspector General (OIG). The incumbent, pursuant to 2 U.S.C. § 1808(d)(2), is selected, appointed and employed by the Inspector General and reports to the Inspector General through the Deputy Inspector General.

The AIGA is responsible for the execution of all matters concerning the audit mission. Assists all matters pertaining to the conduct and supervision of financial, operational, compliance and performance audits; policy formulation and program planning; and contract audit management. The AIGA provides operational oversight of the audit functions within the AOC, including ensuring the audit products are properly presented and maintained, reflect AOC management decisions, and are compliant with federal standards, policies and procedures. On behalf of the IG, the AIGA has authority to represent any major operational or administrative issues requiring policy decisions within the AOC as delegated by the IG

Major Duties:

  • Serves as the principal advisor to the IG for all audit matters concerning the AOC audit mission. Pursuant to statutory and AOC leadership guidance, the AIGA initiates, conducts, and supervises all auditing activities of the AOC that the IG considers appropriate. Plans, coordinates, and manages multiple complex audits of complete missions, functions, systems, or organizations and develops a comprehensive program of instructions covering audit areas.
  • Utilizes expert knowledge and skill to apply innovative approaches, identify emerging problems, and use advanced techniques or methodologies to audit a variety of complex technical and systemic problem areas. Provides analysis and recommendations over the broad spectrum of financial and operational management issues. Responsible for the development of Internal Review policies, procedures and practices to assist AOC officials in mitigating risk. Monitors financial and operational management systems performance.
  • Coordinates with all appropriate elements to ensure integrated, coordinated and effective support is provided as required. Coordinates with the appropriate AOC offices such as the Chief Financial Officer CFO and Jurisdiction’s Budget and Financial Analysts (BFA). Develops and prescribes necessary procedures for assessing the quality of service.
  • The AIGA will formulate and update audit and evaluation plans and coordinate operational audit matters between the AOC and other federal agencies and non-government organizations for the promotion of economy and efficiency in the administration, the prevention and the detection of fraud, waste, and abuse in all programs and operations funded with amounts appropriated to or otherwise made available to the AOC. The AIGA will anticipate information needs of external parties and organizations and ensure that the proper information is readily available for release and distribution.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes:

  • Monitoring program compliance to policies, requirements, regulations, or established performance level.
  • Conducting program analysis of a wide variety of information and producing clear written documentation
  • Directing ad hoc audit teams and management studies
  • Designing audit programs
  • Gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. 
  • Experience conduction and managing audits on major programs and operations of an agency or in private section.
  • Planning and conducting financial statement performance and compliance audits
  • Expertise in Yellow Book Standards, Government Accounting Standards and Financial Statement reviews

Education

Must have a Bachelor’s degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. 

OR
 
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
 
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

OR

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
