This position is located in General Services Administration, Federal Acquisition Service, Information Technology Category, Office of Telecommunications Services. Washington, DC. You must be a GSA Employee.
GSA’s Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations, & data center optimization.

As an Business Management Specialist you will:
Maintains cognizance overall Portfolio programs and recommends adjustments in operations to take advantage of, or to counteract, changing economic and political conditions, changing IT trends, new technology, obsolete technology and adjustments and developments in the industries, marketplace and customer requirements.
Monitors program reviews of business management and business development, IT offerings/ needs/ requirements, financial analysis, customer service and marketing programs and activities. Recommends actions to Branch Chief to correct inefficiencies in a timely manner.
Represents Customer Engagement Division (CED) in dealings with other Government agencies or private entities on matters that effectively influence business management and development. Financial analysis and marketing programs or policies, in so doing, the incumbent is expected to resolve issues, and plan for and work to develop new customer outreach enhancements or program guidance.
Collaborates internally within the Information Technology Category (ITC) Portfolio and Federal Acquisition Service (FAS) entities, to assist in the support of industry, and federal agencies. Responds to client requests for information on the ITC Portfolio.

The GS-13 salary range starts at $96,970.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
SPECIALIZED EXPERIENCE is experience in sales, market research and analysis, business development concepts, and developing new business markets. Experience must include the following: business development with special focus on acquisition support services to support both military and civilian agencies as it relates to utilization of products and services contracts, as well as government wide acquisition contracts (GWACs); sales generation; increasing market shares including serving as a technical consultant and advisor regarding customer requirements definitions for acquisition support services and conducting analytical studies for both existing and potential markets.

Knowledge of IT acquisition and experience, understanding about acquisition process and phases.
Knowledge of IT acquisition contract vehicles (GWACs, Schedules, GSA telecommunication contracts such as Networxs, EIS, or Connections, and/or other acquisition contract vehicles.
Knowledge of business management, financial, customer service, marketing management principals and procedures, and Federal acquisition and procurements.
Ability to communicate effectively orally to deliver presentations to senior FAS/GSA/ITC management and officials of other Federal agencies and industry and negotiate solutions to disputed recommendations.
