Plans, organizes, coordinates, administers, and evaluates implementation of all aspects of the program(s) for assigned areas of responsibility, including working in a matrix environment, i.e., work is accomplished by teams and ad hoc groups formed for each project, study, program, or specialized program task. Collects, reviews, and analyzes programmatic information and data and provides comprehensive assessment of program(s) successes and deficiencies and communicates findings and recommendations to top management on the effectiveness of line program operations in meeting established goals and objectives. Drafts policy papers, briefing memorandum, speeches, bylines, talking points, correspondence, and congressional testimony for the Chief Information Officer and other senior officials. Supports the work of contracting officials and acquisition staff.

The GS-13 salary range starts at $96,970.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience applying qualitative and quantitative techniques in order to analyze and evaluate the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives. Such experience must have included implementing and/or maintaining tracking and reporting systems that measure the success of program operations, applying change management techniques, and consulting with and advising management officials on program and/or project issues, concerns, and successes
