    Summary

    This position is located in the Office of Overseas Programming and Training Support, Programming Division. This team provides support programming, training and evaluation staff at overseas posts to best position Volunteers for successful service. OPATS partners with and directly supports the three regional offices (Regions) Africa (AF); Europe, Mediterranean and Asia (EMA); and Inter-America and the Pacific (IAP) to set standards and respond to programming, training and evaluation needs.

    Responsibilities

    The Program Specialist performs the following major duties:

    • Serves as a resource to the agency and the field in the identification of prevailing trends, critical issues, promising practices and problems related to project design, implementation and evaluation to design strategic plans and specific programs in education.
    • Collaborates with other program specialists to promote global awareness of trends and promising practices.
    • Researches, develops and applies new program methods, approaches, and technology to support Volunteer activities in education and learning promotion.
    • Conducts studies where programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
    • Collaborates with partners when appropriate, including Non-Governmental Organizations (NGOs), United States Government (USG) agencies and host country partners to create opportunities and leverage resources for the field.
