Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Independently conduct a wide range of reviews and audits involving VA contractors, usually as the sole auditor and sometimes as a senior member or lead auditor of a project team with up to three total staff. Assigned projects include: pre-award reviews of VA contracts, such as proposals for Federal Supply Schedule (FSS) contracts, direct delivery contracts, health care resources contracts, and construction contracts; post-award reviews of VA contracts to determine if pricing is appropriate; claims audits, including equitable adjustment and termination claims; drug pricing reviews; reviews of cost-reimbursable contracts and grants to determine if incurred costs are allowable; and other reviews of contract-related issues.
- Independently gather, analyze, and report on various information and data acquired from VA contractors and contracting activities. As a lead auditor, supervise the gathering, analyzing, and reporting of the data. Work efforts lead to well-supported, sound findings, conclusions, and recommendations that produce contract pricing adjustments, correction of deficiencies in the contracting process, and other actions that promote improvements in VA contracts and cost recoveries for the Government.
- Independently perform duties and functions that are complex and require application of a variety of audit techniques, methodologies, and knowledge. Make decisions and takes other actions that are relied upon by contracting officers making multi-million dollar contract awards. Apply professional accounting and auditing standards, and principles in performing duties. .
- Independently develop project work plans that include scope, methodologies, schedules, work assignments, itineraries, and work-steps. Methodology and practices include extensive use of computer-assisted techniques. As a lead auditor, review work plans prepared by other staff.

The Auditor is located in the Department of Veterans Affairs (VA), Office of Inspector General (OIG), Office of Contract Review.  The incumbent is a journeyman level auditor who performs various review and audit functions involving procurement actions, including:  (i) pre-award and post-award reviews of Federal Supply Service (FSS) contracts (ii) compliance reviews of drug pricing under Public Law 102-585 (Veterans Health Care Act of 1992); (iii) claims audits; (iv) pre-award reviews of proposals for buying health care resources, (v) pre-award reviews of construction related proposals; and (vi) other reviews and audits of other procurement areas and issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: 

- Collecting and researching data for studies or evaluations of programs/operations; AND
- Providing input to an audit or evaluative report or preparing work papers; AND
- Researching laws, regulations, guidelines, and approved procedures to provide findings.

OR
You may substitute education for specialized experience as follows: (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit): 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: 

- Collecting and researching data for studies or evaluations of programs/operations; AND
- Experience and/or application of accounting /Auditing standards in an academic or work setting; AND
- Researching laws, regulations, guidelines, and approved procedures to provide findings.

OR
You may substitute education for specialized experience as follows: (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit): One full year of graduate level education; or Superior Academic Achievement based on a bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
 
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
