The incumbent of this position serves as the Human Resources Specialist (Position Management/Quality Reviewer) at the White River Junction VA Medical Center. The Position Management Specialist is responsible for developing and maintaining a comprehensive position management program for the entire medical center and monitoring all General Schedule, Wage Grade, Hybrid Title 38 and Title 38 positions.
The Position Management Specialist will analyze, develop, implement, and monitor a comprehensive position management program. Incumbent will assist managers with position oversight, and human capital utilization. The purpose of the program is to develop, implement and monitor a position management program that encourages established succession planning. Assignments include explaining position management practices, processes, rules, regulations, and laws and suggesting methodologies and strategy to management to implement a comprehensive position management program.
The Position Management Specialist functions as an expert in Workforce Planning for the facility. Leads and/or coordinates projects/studies addressing complex workforce issues including competencies, competency gaps and position utilization related to the Workforce Planning Program. Has knowledge of the Workforce Planning Program as an integral part of the Human Capital and Accountability Framework in order to analyze current mission and workload as well as evaluate the actual or potential effectiveness in achieving objectives as related to regulatory and legislative mandates.
The incumbent supports management by assuring policies and business processes are sensibly linked with HRM strategic plans, initiatives, and cutting edge organizational management approaches. In this regard, the incumbent assists in providing customers with a range of operational human resources program consisting of functions such as position management, classification review, pay administration and data management, which are key requirements in achieving mission-critical objectives and in enhancing superior performance and is crucial to the organization's success.
The incumbent will independently use sound judgment to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Quality Review Management of Personnel Action Requests (PAR) within the Human Resources Management Service applicable databases. In this capacity, the incumbent conducts research and
completes analysis to recommend improvements regarding all HR Smart and WebHR functional areas. Utilizes policies
and procedure to insure that quality provisions are adhered to within HR Smart and WebHR which directly affect the
regulatory correctness, compliance with standards, and responsiveness of services. Develops data capturing mechanisms utilizing multiple data sources and develops and implements quality metrics for process improvement. Uses data results and reports to implement corrective actions.
The incumbent reviews and audits Personnel Action Requests (PAR) to ensure the accuracy of: the nature of action,
authority code, PD# or Functional Statement, position descriptions, remarks, promotions, transfers, special salary
determinations, corrections to employee records, etc. Oversees WebHR components including PAID reports, Automated
Requests for Personnel Actions (ARPA), Fileman reports and HR Smart reports. Develops reporting procedures, sampling techniques, and measurements at various points in WebHR processes to identify problem areas or inherent
weaknesses in work processes, procedures, and information systems.
Initiates and completes corrective actions and follows up to ensure timely resolution of problems. Reviews quality control reports, rejects listings, and database reconciliation to determine trends and initiate guidance or action to correct error conditions.
Incumbent may be assigned to perform the full range of Recruitment and Placement duties in any of the following areas as deemed necessary by the Supervisory, HR Specialist: Title 5 Recruitment; Title 38 Recruitment, (Physician Pay Panels) Hybrid Title 38 Recruitment, RN Recruitment/LPS Salary Survey, and/or Wage Grade/Special Salary Rates Coordination. The complex, multi-mission organizations serviced are diverse in nature, constantly changing and combine professional, scientific administrative, and technical fields of work with complex position and organizational structures.
