Summary

The position serves as a Transportation Specialist in the FHWA Office of Planning, Environment, and Realty, Office of Human Environment and is assigned to the Livability Team. The Team is responsible for supporting planning and project development programs nationally; providing policy leadership for multimodal and bicyclist and pedestrian initiatives and funding programs; and facilitates and provides outreach and technical assistance on related initiatives.

Duties

Help

As a Transportation Specialist, you will:

  • Interpret and implement Federal transportation legislation relating to multimodal, bicycle, and pedestrian transportation planning and project development.
  • Coordinate multimodal activities with team members and internal/external stakeholders.
  • Support program needs and provide feedback on program focus areas assessing the capabilities and effectiveness of applying the latest technology, data driven decision support tools, and state of the art planning practices.
  • Provide assistance to FHWA, State, and local planning and environmental staffs regarding multimodal transportation system planning and methods policies, processes, and analysis methods regarding bicycle and pedestrian planning and project development capacity building.
  • Coordinate the implementation of Federal research dollars. Innovation coordination can include automation, shared use mobility, finance, and all user and abilities design.
  • Develop processes, reports, and case studies to facilitate the dissemination of innovations, tools, and lessons learned from the implementation of Federal programs and policies.

The Ideal Candidate is a senior professional with an in-depth understanding of transportation planning policies, guidance, and legislation related to multimodal, bicycle, and pedestrian network planning, accelerating project delivery, and data-driven, systemic safety design; and possesses expertise and experience in the application of a wide variety of disciplines including transportation planning, government structures and intergovernmental relations, research and economic analysis, organizational and program evaluation, and quantitative and qualitative analysis.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in bicycle and pedestrian planning, project development, or safe design at a local, regional, State, or national level. 
  • Experience developing and evaluating transportation programs and policies. 
  • Experience providing technical assistance and training related to transportation programs to internal and external stakeholders.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in multimodal, bicycle, and pedestrian network planning, project development, and safe design at a local, regional, State, or national level.
  • Experience implementing national level multimodal transportation programs and policies.
  • Experience providing technical assistance and training related to transportation programs to internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
