Summary

This position is located in the Wilmington, Delaware VA Medical Center, under the supervision of the Medical Center Director. The primary purpose of this position is to collect, assemble, prepare and disseminate information concerning the various programs of the organization to include: media interaction, managing community relations, overseeing congressional processes and medical media operations, and serving as the point of contact for the Director's MyVA initiatives targeting stakeholders.

Information Management Liaison

The Public Affairs Specialist for the entire Wilmington, VA Medical Center footprint, the incumbent functions as an independent position under the general supervision of the Director. He/she advises the executive management staff on all issues relating to community awareness, and public information regarding the Medical Center, especially regarding sensitive local, regional, and national media issues and is the official spokesperson for all media queries. Serves as the Program Leader for Public Affairs, Community Relations, Outreach, Congressional Section and Medical Media, and as the Public Affairs Officer for the Corporal Wilmington, VA Medical Center. Writes or supervises the writing of all speeches for the Executive Management Staff, and Service Chiefs for Special Events, Town Halls, MyVA initiatives, Community Programs, Congressional Hearings, City Forums, Patient Activities, and Service Organization Conventions. Designs briefings and training for all employees before each media interview and is directly responsible for dealing with all media representatives throughout the Health Care System or designating a person to work with media and providing them with guidance and supervision.

Marketing/Event Coordination

Makes regular face-to-face visits with local and state officials as well as Senators/Congressmen/women and congressional staff from at least two states and to include House Veterans Affairs Committee, and sets up meetings and visits with the Director of the facility and other pertinent staff. Coordinates, supervises, and directs the planning of numerous special events to help promote the mission of the Wilmington,VAMC and to increase patient and staff morale.

Supervisory Duties

Incumbent is responsible for managing, supervising, and evaluating the entire Public Affairs Program for a complex
health care system. Provides direct supervision of (4) GS-11 Outreach Specialists, (1) GS-10 Visual Information
Specialist, (1) GS 5/6/7 Photographer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary in part involving writing at a desk, working at a computer terminal,
conferring with others, and attending conferences, meetings and interviews. Considerable
standing and walking throughout the facility and the grounds of each Medical Center under its umbrella is required. Driving or riding in a vehicle is also required on a routine basis to attend outside meetings, interviews, and special events. The incumbent must attend lengthy meetings, both during the regular scheduled hours as well as evenings and weekends. Also, he/she is responsible for providing tours for all facilities. This involves a great deal of walking throughout the Medical Center footprint to include construction sites. The incumbent travels to numerous community events to promote the Wilmington, VA Medical Center, which involves carrying, lifting and erecting display panels.
