Duties

Help

Prepare talking points, background papers and attend meetings as representative or observer on matters of interest to the Deputy Inspector General for Overseas Contingency Operations (DIG OCO); report on such meetings, and, as necessary, prepare statements, or notes on behalf of DIG OCO used to convey/confirm meeting discussions and results;

Initiate and/or organize events on issues of importance to DIG OCO and ensure completion of related follow-up activity;

Prepare drafts, reports and documents and initiate correspondence on matters of significance for clearance and consideration by the Director, prior to submission to the DIG OCO;

Ensure prompt and orderly flow of documents, reports and inter-agency information and, conversely, in keeping appropriate ODIG OCO personnel informed of matters of common interest within the liaison function;

Support data call, quarterly reporting, and oversight planning functions;

Build and maintain long-term relationships with departmental contacts to ensure effective, factual and timely exchange of information;

Drafts well-formulated, accurate, and timely questions, summaries, briefings, reports, and official correspondence that reflect a thorough understanding of the topic.

Position is drug test designated and requires Top Secret security clearance.

This position is being filled using 5 U.S. Code 3161 authority and is available for 13-month increments. This temporary position may be extended beyond the 13-month period based upon performance and the needs of the OIG.

Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top Secret security clearance,

This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.

New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position.

Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Qualifications

In-depth knowledge of political-military, economic, and social issues related to overseas contingency operations occurring in Afghanistan, Iraq/Syria, the Philippines, Africa and other countries within the Middle East:

Expert understanding of Defense policy, structure, operations and Federal funding of military, humanitarian and diplomatic activities that support a whole-of-government response to designated overseas contingency operations;

Knowledge of U.S. foreign policy and security cooperation initiatives, capabilities and cultures gained from experience working and/or living in a designated region;

Knowledge of Federal oversight authorities and Lead Inspector General mission requirements as defined within Section 8L of the IG Act of 1978, as amended.

Senior level skill in managing projects to evaluate or assess coalition and U.S. interagency, combined, joint and multinational force command and control functions, policies, programs and operations, and other key areas.

Expert level knowledge and skill in analysis and development of program plans and evaluation of multinational program operations to apply them to program development.

Knowledge of evaluative standards, methods, and qualitative analytical techniques in order to apply them to study areas and oversight projects.

Knowledge of Inspector General standards, policies and procedures to perform oversight duties related to OCO activities.

Skill in dealing with components and international staff at all levels and to work with a variety of stakeholders to manage activities and gain support for OIG/Lead IG programs in OCO locations.

Extensive skill in advanced qualitative and quantitative analytical techniques in order to apply those skills to study areas.

Expert skill in verbal and written communications to work with internal and external contacts to maintain liaison represent ODIG OCO and OIG/Lead IG and to provide briefings and report findings.

Ability to analyze program operations, trends, problems, and deficiencies to develop solutions for continuing mission accomplishment.
