Duties

Help

The Associate Deputy Assistant Secretary for Enterprise Program Management Office reports to the Deputy Assistant Secretary, IT Development and Operations, in the Office of Information and Technology. The responsibilities include, but are not limited to:

  • The Associate Deputy Assistant Secretary provides governance and support of business and technology projects via the Program Management Office function.
  • The Associate Deputy Assistant Secretary is responsible for all program/project management and software development and monitoring key information, tracking status and risks, to improve project execution.
  • Lead multiple mission critical enterprise-wide activities, including that of the Executive Directors of Enterprise Portfolio Management Division, Application Support, Demand Management, and their teams.
  • Oversee the delivery of program management processes, tools, metrics, and training to ensure delivery of benefits and sharing of best practices.
  • Formulate and implement agency-wide strategic plans and program objectives, and create and implement the tools and processes needed for IT governance processes.
  • Develop and institutionalize domain governance processes using standardized approaches and tools.
  • Maintains the financial controls and systems for recording, monitoring, forecasting and budgeting of all project expenditures.
  • The Associate Deputy Assistant Secretary oversees the day-to-day governance and control, quality assurance, process improvements and monitoring function across the enterprise.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience researching, developing, testing, implementing, enhancing, increasing IT project productivity and maintaining enterprise-wide software systems applications through Software Development and Lifecycle (SDLC) improvements, Agile coaching, and nationwide telecommunications systems while increasing enterprise development capacity in a large, complex environment, of over 50+ geographically dispersed staff that includes multiple types of services and inter-agency projects that focus on Shared Services, while incorporating strategic plans to eliminate Section 508 debt and technical debt.

TQ2: Demonstrated experience directing a portfolio of 50+ healthcare, financial, telecommunications and/or logistics systems serving more than 100,000 users, that include new application systems projects using Agile principles for a consistent software development lifecycle and coordinating with teams and business sponsors through development and automated test phases of new applications in a large, complex environment, of over 50+ geographically dispersed staff employing greater than 30 simultaneous Agile scrum teams.
