Duties

Help

Provides planning coordination to the district and field level through: planning and NEPA system coordination, guidance, and training; and planning and NEPA document review and production; and program review.  Provides planning and NEPA coordination at the state, regional, and national levels through: implementing and advising on planning standards and progress; and providing national resource management planning program and draft legislation analysis and review. Engages in cooperative relationships through: interagency representation and review; planning document consistency; and providing procedural review and guidance.  Provides support to the field and New Mexico State Office on trends in protests, appeals, and litigation, and advises BLM staff to ensure decisions are made in a manner that minimizes risk.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Specialized Planning and Environmental Coordinator experience at the GS-12 level for this position includes managing the land use planning and National Environmental Policy Act (NEPA) program at the field office, district office, or state office level. This includes ensuring compliance with laws, regulations, and policies relating to land use planning under the Federal Land Policy and Management Act (FLPMA) and NEPA compliance and implementation. Specialized experience would also include leading an interdisciplinary team in the formulation and review of NEPA documents and/or Resource Management Plans (RMPs), project management, public outreach, and resolution of protests, appeals, and litigation related to natural resource management decisions.

This position does not have a positive education requirement. At the GS-13 there is no substitution of education for experience.

You will be evaluated for this job based on how well you meet the qualifications above.

  • KSA #1: Knowledge of laws, regulations, policies, case law, and project management related to land use planning and NEPA implementation.
  • KSA #2: Knowledge and ability to lead and manage a statewide program, including budget management, and skills and experience with project management, public outreach, and related NEPA implementation skills.
  • KSA #3: Ability to work in a team setting; communicate with people at all levels of the organization, as well as the public; and gain leadership support for program ideas.
  • KSA #4: Ability to work with outside agencies, organizations, and the public; and ability to ensure consistency in planning and NEPA implementation.
  • KSA #5: Knowledge of protests, appeals, and litigation; and ability to translate litigation trends into reduced risk exposure for BLM NM-OK-KS-TX NEPA documents.
