Duties

Help

  • Spearheads comprehensive, enterprise wide strategies and deployment plans for Health IT that meet OIG policy objectives and legal requirements.
  • Establishes new OIG policies regarding the complex, emerging issues in Health IT working in partnership with OIG components, as well as federal and state agencies, private organizations, and other stakeholders.
  • Leads comprehensive strategic initiatives regarding emerging issues in Health IT, including the exponential growth of both structured and unstructured data found in medical and HHS records.
  • Provides analysis and expert advice on Health IT issues involving extremely complex legal or policy questions and/or ramifications.
  • Interprets legal and policy issues regarding Health IT such as: patient access to information, medical errors, liability, interoperability, and health information exchange.
  • Provides expert legal advice regarding a wide range of Health IT issues to include: the adoption, implementation, and upgrade of electronic health record (EHR) technology and related incentive programs; and the governance, privacy, security, and other legal issues regarding EHR and other technology implementation
  • Ensures that business and operational documents concerning Health IT are consistent with and adhere to governing policies and procedures.
  • Marshals fraud, waste and abuse activities to include a sharper focus on Health IT issues, including privacy, security, improper billing, risks to physicians and other providers, and financial relationships between providers related to Health IT
  • Coordinates and provides expert advice and identifies trends, patterns and problem areas, developing alternate courses of action as necessary to meet OIG organizational objectives.
  • Ensures the OIG work plan strikes the right balance and is focused on the most relevant issues and concerns by guiding the work planning process related to Health IT.
  • Proactively addresses oversight challenges posed by EHRs, such as transitioning from paper and legacy EHRs to newer systems and develops recommendations to address other potential barriers to adoption, implementation, and ultimate usage of Health IT, including EHRs
  • Provides expert advice regarding issues related to the role of Health IT in care transformation and health care reform.
  • Evaluates internal policies and procedures for the purpose of finding new and innovative ways to improve the effectiveness of Health IT activities and reduces or eliminates non-value added activities.

Qualifications

As a basic qualification requirement for this position, you must meet the education requirements described below. Additionally, to be qualified for this position, your résumé must clearly reflect specialized experience that inclues providing expert legal advice regarding a wide range of Health IT issues, interpreting legal and policy issues on Health IT, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typical responsibility for planning, directing, and evaluating work that included managing and/or supervising other managers not more than 25% of time.

Education

You must possess a professional law degree (J.D. or LL.B.) acquired through graduation from a School of Law accredited by the American Bar Association, and be a member in good standing of the Bar of a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Security and Background Investigation Requirements: This is a critical-sensitive position and a Top Secret/SCI clearance is required. Although not required at the application process, the selectee must be able to obtain and maintain a top secret/SCI level clearance. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. A credit check will be conducted. Failure to successfully meet these requirements may be grounds for appropriate personnel action. If hired, a background security reinvestigation or supplemental investigation may be required at a later time. Probationary Period: Persons newly selected for career appointment will be required to serve a one-year probationary period.

3: Demonstrated experience providing expert legal advice regarding a wide range of Health IT issues such as: the adoption, implementation, and upgrade of electronic health record (EHR) technology and related incentive programs; information blocking; and the governance, privacy, security, and other legal issues regarding EHR and other technology implementation.
