1. PROGRAM MANAGEMENT: Serves as the installation Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs, as directed by the WG/CC. Also serves as the WG/CC's consultant and coordinator for sexual assault prevention activities involving the institutionalization of respect and the Air Force core values throughout the spectrum of human relations activities. Develops plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response.
2. ADVISORY: Ensures the development and implementation of prevention programs relating to sexual assault. Assists individual variables commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program on the installation. Serves as an advisor to the Community Action Information Board (CAIB) and the WG/CC's consultant on sexual assault prevention, response concerns, trends, and way ahead. Consults on and coordinates activities in other areas of human relation needing prevention efforts.
3. VICTIM SUPPORT SERVICES. Develops, implements, and maintains an installation victim support system which addresses a wide variety of issues and problems. Develops a response system which may include a sexual assault response team (SART) approach to responding to victim needs. Ensures utilization of case management system as required by DOD Directive and Instructions. Develops contacts and relationships that directly affect support provided to victims and may include, but are not necessarily limited to, on-base victim assistance sources such as chaplains and medical providers and off-base sources such as crisis centers and community support groups.
4. MEETINGS: Serves as the WG/CC consultant and representative involving all sexual assault issues on committees, working groups, conferences, and community meetings. Has unfiltered access to the WG/CC for the purposes of these responsibilities. Keeps the
WG/CC informed of issues, status of program, areas needing improvement, etc., as well as case management and installation climate. Provides the WG/CC with victim information and/or concerns IAW DOD and Air Force policies. Operates a motor vehicle to attend meetings away from the office sight.
Performs other duties as assigned.
Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher level graduate education leading to a PH.D. Degree or equivalent doctoral degree. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience. The quality of the combination of education and experience must demonstrate that the applicant possesses the full range of competencies, knowledge, skills, abilities, and behaviors, required to perform GS-0101-12 Wing SARC occupation business. The combination must align and demonstrate factors and evidence that are directly comparable to a successfully completed four-year degree in a course of study with a major in behavioral study or social science study; or, in a course of study with a major in related study discipline. In addition to courses in the major discipline or related fields, a typical college degree will include courses that developed logic, analysis, writing, critical thinking, research, and statistics. These courses provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the GS-0101-12 Wing SARC position. Therefore, creditable experience must have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for the GS-0101-12 SARC position.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
Because of the potential for legal or professional conflicts of interest, certain military reserves' occupational positions cannot serve as Wing SARCs. These military positions' professional duties for sexual assault response conflict with the duties required of the Wing SARCs.
a. Chaplain personnel and chaplain assistants are NOT appointed as the National Guard Title 5 Excepted Service Wing SARC employees because they have privileged communications granted in the DoD Chaplain Program.
b. Law enforcement personnel are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because they have confidential limits in their roles to seek and document the truth of the crime.
c. Judge advocates and paralegals are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their legal responsibilities conflict with Wing SARC duties and may involve prosecution or defense of alleged offenders.
d. Commanders are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their command responsibilities include focus on assessing the facts, functions, and accountabilities of the offender and the victim; and, these command duties conflict with the National Guard Title 5 Excepted Service Wing SARC duties that are focused only on providing support and resources to sexual assault victims.
e. Medical and Mental Health Providers are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and, their clinical roles and their medical treatment duties and responsibilities directly conflict with the Wing SARC work requirements.
