Duties

Help

As a Information Technology Specialist, you will:

  • Provide senior level advice and guidance to Integrated & International Energy Analysis (IIEA) and Analysis Integration Team (AIT) and other Office of Energy Analysis (OEA) modelers on the efficiency, enhancement, and development of EIA’s modeling systems, in particular the National Energy Modeling System (NEMS).
  • Lead key initiatives involving system analysis, model development, functional updates and reconfigurations, data integrity, and security risks.
  • Develop next-generation models and works collaboratively with AIT colleagues to understand EIA modeling and technology needs and challenges, and with third-party vendors to ensure maximum efficiency and effectiveness from resources such as open source, customized, or commercial off-the-shelf systems; libraries, and other industry required systems. Develop next-generation models to simulate energy market equilibration.
  • Manage complex long-term projects involving design, development, procurement, installation, testing, and maintenance of new information systems and initiate new developments to take advantage of new technologies and solutions available.
  • Ensure system integrity and availability by identifying system threats, vulnerabilities, and risk which could potentially threaten the end user accessibility.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to the competency requirements above, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience for this position is defined as: Experience in programming languages and software packages, network and data storage architecture, and data management and visualization tools in order to improve, enhance, design, and develop complex modeling systems in order to produce sensible forecasts and projections of domestic and international energy markets; leading and coordinating complex modeling projects that require partnering with multiple cross-functional teams in order to define problems, build models, and make recommendations to management; identifying opportunities, for and initiating and implementing streamlined processes and solutions for next-generation modeling and information systems to meet agency modeling needs for the purpose of presenting analyses and recommendations to senior officials, negotiating and/or defending technical validity, preparing unbiased analyses of technical issues, and responding to public inquiries.

  1. Knowledge and extensive hands-on experience in economic and energy market systems in order to provide the most accurate technical analysis.
  2. Knowledge of general purpose programming languages such as Fortran, C, R, and Python; third-party software libraries; various computing environments; diverse scripting software tools (such as KornShell); network and data storage architecture; and various model development packages (such as AIMMS, GAMS, and EVIEWS); and/or system life cycles in order to conduct information technology operations for EIA.
  3. Knowledge and skill in designing and/or maintaining applications and/or software development systems in order to have accurate economic and/or engineering simulations models.
  4. Knowledge and skill in integrating and designing software interfaces of multiple software components in order to produce large, integrated economic, and/or engineering modeling systems.
  5. Knowledge of planning, development, implementation, and administration of systems in order for the acquisition, storage, and retrieval of data.
  6. Skill in oral and written communication

You will be evaluated for this job based on how well you meet the qualifications above.
