The incumbent participates in operations planning with top-level management and key operating officials for the purpose of providing guidance and advice regarding NAF personnel regulations and administration. HR services are provided to a small group of activities that are diverse in their missions, reporting relationships, scope of operations, numbers of NAF positions, mix of kinds of work, and grade level structures. The serviced population includes over 400 NAF positions.
Manages a comprehensive HR program to include areas in EEO, Employee Relations, Labor Relations, Strategic HR Planning, Performance Management, Position Management, Workers Compensation, Payroll Management, Employee Services, Workforce Training and Development, HR information management services, and protection of personally identifiable information.
Provides strategic HR leadership to the Deputy of Finance, the NABSD Director and Deputy Director, Cost Center Heads, and all major departments of NABSD. As the lead human resources strategist, develops and implements multi-year plans to attract and retain top-tier employees.
Develops planning goals and policies to improve the HR program and recommends them to the Deputy of Finance, the NABSD Director and Deputy Director, and the senior departmental leaders. Prepares annual assessments of how well the HR goals have been achieved and recommends changes in the plans for the next fiscal year and for future years.
Advises and assists managers and supervisors on major HR management issues. Ensures that subordinate staff members are trained on policy necessary to advise managers and supervisors concerning HR management.
Determines how to interpret and apply policy from CNIC, OPM, DoD or Navy. Adapts guides to meet specific situation not previously encountered. Performs the full range of supervisory duties to employees.Exercises delegated managerial authority to set annual and multiyear work plans and schedules. Works with management in the development of overall goals and objectives, and makes decisions on work problems. Sets performance standards and appraises key employees; ensures equity of performance standards and reviews appraisals done by subordinate supervisors. Hears and resolves group grievances and serious employee complaints. Reviews and recommends approval on serious disciplinary actions involving non-supervisory employees. Initiates or approves staff personnel actions. Approves expenses for regular training, promotions, awards, overtime, and employee travel. Supports the Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates, assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards to employees; cooperating and participating fully in the development of MD-715 goals and efforts regarding staffing, motivation, and training to develop all employees, and coordinating efforts with EEO officials during the development and execution of policies affecting civilian personnel.

Applicant must have at least five years of successful human resources management experience in a DoD organization that is comprised of more than 150 employees.
Applicant must have at least three years knowledge/understanding of Non Appropriated Funded (NAF) Human Resources regulations.
Applicant must have three years of positive customer facing experience.
Applicant must have at least three years of experience supervising/guiding employees in human resources related work.
Applicant must address the following:

b. Describe financial aptitude and experience in developing and executing a budget

The United States Naval Academy (USNA) is a four year undergraduate institution with a mission to prepare midshipmen morally, mentally, and physically for commissioning as officers in the naval services. The activity is defined as a "Multi-mission Military Installation, Complex" under Department of Defense (DoD) classification guidance.
The Human Resources Office (HRO) is located within the United States Naval Academy, Annapolis, Maryland at the offices of the Naval Academy Non Appropriated Fund Instrumentalities Program. Most NAFI’s are funded through Non Appropriated funds; moneys are generated through local NAF businesses. In this situation, the Naval Academy Business Services Division (NABSD) generates funds through the services rendered to the midshipmen, civilian, visitors, military, and NAF personnel. The NABSD is the main area supported by the HR office.
The HR Office is responsible for attracting and retaining top-tier employees through a variety of competitive appointments and for providing daily HR services to managers, supervisors, and employees in a college/university environment.
