Duties

Help
  • You will plan news and feature article assignments for Communications Team.
  • You will write a variety of articles, feature stories, and news releases in conveying information and clarifying NSWC PCD operations, programs, and activities to specialized audiences and the general public.
  • You will represent the command on issues of national concern and manage information that may be sensitive or controversial.
  • You will make on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions to achieve a more balanced perspective among these publics.
  • You will provide expertise and advice to NSWC - Panama City Division leadership on policy decisions, courses of action, and ramifications for internal and external communication.
  • You will plan, develop, and implement internal and external communication strategies to inform and educate key stakeholders regarding the command?s mission and value to the Navy.
  • You will design strategies and procedures to obtain input and options from a variety of audiences.
  • You will develop relationships with media outlets, industry representatives, trade associations, civic groups, and government agencies at the national and local levels.
  • You will plan, initiate, and implement comprehensive public affairs campaigns to enhance understading of agency programs.
  • You will conduct news media visits, press conferences, and public and news media tours.
  • You will develop new information material, including new releases and articles for mass publication.
  • You will evaluate the effectiveness of communication strategies and informational products designed to communicate organizational goals and objectives both internally and externally.
  • You will analyze performance data, work reports, and other information to identify potential improvements in public affairs operations.
  • You will analyze policies, programs, and operations to identify issues or events that require the performance of communication research, planning, implementation, and evaluation.
  • You will review and approve public releases on technical publications and presentations.

  • You will delegate action plans to leads within the division, and manage work assignments to completion.
  • You will support and encourage participation in professional development initiatives by assigned subordinate personnel.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles, methods, practices and techniques of communication to administer an organizations public affairs program..

Education


Per the Office of Personnel Management, the following educational substitution may be considered for meeting the vacancy announcement position qualification standard, in lieu of, or in combination with required experience:

A) Successful completion of a Ph.D. or equivalent doctoral degree;

B) Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;

C) Successful completion of an LL.M. degree that is related to the position being filled;
