Project Management Planning: As a multidisciplinary team coordinator or technical specialist, recommends and evaluates projects and activities, ensuring these planning activities consider new technological or scientific developments and studies.
Project Implementation: As a multidisciplinary team coordinator or technical specialist, implements project and activity plans; policies standards, and procedures; and agreements.
Contract Administration: Serves as a Contracting and/or Grant Officer’s Representative on assigned projects and activities.  Implements and administers a variety of assigned contracts, including construction contracts, service contracts, Indian Self Determination Act contracts, interagency and financial assistance agreements, grants, and cooperative agreements.
Project Monitoring: Monitors projects and activities and coordinates and implements adjustments to plans, protocols and procedures, budget documents, and schedules as unexpected situations, changes in objectives, or new technology or scientific studies arise. Monitors projects and activities for effectiveness and efficiency and recommends or coordinates adjustments to improve such, when necessary.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). *Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Qualifications

Basic Education Requirement:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic education qualification requirement described above, applicants must also possess the following:

SPECIALIZED EXPERIENCE: Specialized experience must demonstrate the applicant has been equipped with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is directly related to the work to be performed.

GS-11: Your resume must reflect at least one year of specialized experience equivalent in difficulty and complexity to the GS-9 grade level in the Federal service.

Specialized experience
for the GS-11: Experience providing project management, planning, implementation, contract administration, and tracking for biological or environmental projects and activities.  

Applicants who do not meet the definition of specialized experience will be determined as not qualified and will be ineligible for consideration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Human Resources (HR) will review resumes and transcript(s) to ensure applicants meet the basic qualification requirements. KSA #3:  Familiarity with general Endangered Species Act compliance requirements, National Environmental Policy Act Guidance, and Federal, state, and local permitting requirements.
KSA #4: Knowledge of contracting and agreement actions, procedures, and options and working knowledge of the associated documents and contract and agreement actions.
KSA #5: Skill in using personal computers and databases, spreadsheets, project tracking programs and applications, word processing applications, and internet browsers.
