Duties

Help

Advises the Board of Directors on critical issues or policies impacting organizational direction and/or functions/operations, with special focus on systems that effect the MidCon region and subcommittees.

Analyzes and evaluates situations to determine those requiring actions.

Reviews proposed initiatives to ensure consistency with Board of Directors priorities, as well as VA goals and objectives.

Assesses the impact of issues and provides objective independent assessments as well as recommendations for decisions, strategies, process or policy changes as appropriate.

Develops and propose initiatives to the Steering Committee for areas not specifically addressed within the existing Subcommittees.

Designs studies, training programs and organizational strategies for identifying opportunities to improve clinical and administrative processes.

Performs complex, technical studies of various operations, furnishing written or oral reports, and recommends actions to improve efficiency
and/or effectiveness.

Provides leadership and support for the development and execution of suggestions/improvements.

Administrative duties will include but not limited to:

  • Identify and track MidCon activity outcomes
  • Uses available data or collects data to support new initiative, cost/benefits analysis, make/buy proposals that benfit MidCon members
  • Assists subcommittees to identify ways the MidCon VISNs can leverage resources, share staff and reduce duplication and cost
  • Liaison with subcommittee chairs
  • Define key focus areas for committee work
  • Governance-reports to Board of Director (BOD) and is the primary liaison with VACO and BOD on MidCon activities.
  • Outreach-expand outreach activities within the (4) VISNs to identify new projects
  • Committee initiatives - support and help more initiatives forward at the Steering and subcommittee levels
  • Regional referral - lead point of contact for national initiatives focused at the regional level.
  • Partnering- partner with other national and regional groups - i.e. NCA, VBA, OCG, FEB, IT
  • Communication - manages communication plan implementation-i.e talking points development, pulse page management etc
  • Supervisory - directly and indirectly supervises several employees


Work Schedule: Monday-Friday 8:00 am- 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.Specialized experience is defined experience in positions that requires expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; requires comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important public programs; knowledge of agency program goals and objectives, the sequence and timing of key programs events and milestones and methods of evaluating program effectiveness; knowledge of relationships with key clinical and administrative functions within the organization; knowledge of the basic principles and practices related to the management of healthcare delivery systems and the ability to apply this knowledge to solve unique problems in the organization; knowledge of lean management principles and project management; skill to work independently to plan , organize and direct team efforts and to negotiate effectively with management

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk.
