This position is located within the U.S. Department of Energy, Energy Information Administration, Office of Energy Statistics, in the Office of Consumption and Efficiency Statistics in Washington, D.C.  The mission of OES is to conduct a wide range of survey, statistical methods, and integration activities related to: energy consumption and efficiency; electricity; nuclear and renewable energy; oil, gas and coal supply; and petroleum and biofuels.

As a Survey Statistician, you will:

  • Design, develop, adapt, and execute complex survey, non-survey, and other measurement methods, technologies, and techniques for use in energy consumption and efficiency statistics.
  • Lead projects that require creativity and experimentation, development of innovative techniques, and advanced strategies according to project management best practices for the initiation, formulation, planning, execution, monitoring, control and closeout of major statistical studies, use of new measurement technologies, or continuing projects on energy consumption, efficiency, and end uses in the consumption sector.
  • Conduct studies and develops data, survey, and other measurement methods and techniques for priority projects and informs agency decision-makers of the results.
  • Apply relevant methodological techniques to address survey and non-survey data quality, coverage, data anomalies, and the impact of structural changes within the energy consumption sector, subsectors, consuming units (e.g., households, buildings, etc.), and energy end uses for energy consumption and efficiency data programs.
  • Review data methods and operations to assure compliance with applicable specifications, project management best practices, agreements, and laws in the use of information gathered in comprehensive energy supply and demand data collection.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience for this position is defined as:

Experience developing plans and studies for analyzing findings from survey and non-survey data sources, for testing and pilots, and developing ways to generalize results; experience analyzing programs and projects involving nationwide data collection pertaining to the energy demand sector or to a sub-sector of it; experience researching, developing, reviewing, and accepting survey and non-survey methods available through developmental, emerging, and commercial energy metering, sub-metering, or other information systems to study energy consumption, efficiency, and end uses within consuming units.

  1. Knowledge and skill in applying advanced theories and techniques of survey and non-survey data measurement methods in order to apply new analytical developments, methodologies, and research findings to broad and comprehensive studies
  2. Ability to function as a technical authority to conceive, originate, plan, and lead implementation of new foundations for energy consumption, efficiency, and end uses data studies and programs according to project management principles
  3. Knowledge of complex energy consumption, efficiency, ends uses and related data, survey and statistical subjects, and energy consumption as well as related operations and practices under study in order to apply conclusions that reflect real world environments
  4. Skill in directing and coordinating extensive survey and non-survey data measurement and data processes
  5. Ability to plan and lead implementation of new foundations for energy consumption, efficiency, and end uses data studies and programs

EDUCATION:
Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

This series has a positive educational requirement. Therefore, Transcripts MUST be submitted.

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion,  skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
