Duties

Help

Assists Director and Deputy Director of the Wildlife, Fish, and Rare Plants Program in the development of program planning, policies and establishment of objective, priorities and standards to implement the Threatened, Endangered, Species (TES) Species Program.

Serves as the Arizona or New Mexico interagency technical expert in interpreting National Forest legal responsibilities under the Endangered Species Act (ESA).

Serves as principal liaison on TES issues for the Region’s Wildlife, Fish, and Rare Plants Program.

Reviews new or revised ESA consultation policy directives from the WO and develops interpretation and standards for implementation and compliance by Forest units. Provides technical assistance, training, and direction to Forests in application and integration of the ESA and TES species management principles with other resource management activities.

Provides technical review of USFS biological assessments and other associated consultation documentation.

Provides expertise and input into litigation and appeal responses involving ESA issues or TES species.

Provides recommendations to Forests in-identifying alternatives to resolve project and ESA/TES conflicts.

Assists in the resolution of issues associated with timely completion of ESA consultations within established regulatory timeframes.

Qualifications

You must possess the Basic Requirements identified below to be considered for all positions at the GS-5 grade level and above. Transcripts must be provided with the application to validate that coursework requirements are met.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to the basic requirements, the following additional education and/or experience are qualifying. Transcripts must be provided for qualifications based on education. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-13: One year of specialized experience equivalent to at least the GS-12 level. Examples of specialized experience are: Participated in natural resource management activities by making observations, gathering data, and reporting findings where scientific information was used in environmental assessments and environmental impact statements including Threatened Endangered Sensitive (TES) Species program; collecting and analyzing environmental data; served as primary contact for interagency coordinating efforts with other agencies; developed and reviewed biological assessments and reviews; knowledge of the provision of the endangered species act and national environmental act as they apply to natural resource management; competency and experience in preparing complex ESA biological assessments, biological options, concurrence letters, and conservation agreements.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
