Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $134,789.00 - $164,200.00. The salary figures include locality pay.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

The employee manages and directs the activities of staff engaged in performing quality assurance reviews to provide reasonable assurance that U.S. Postal Service Office Inspector General (OIG) audit teams conformed to Generally Accepted Government Auditing Standards (GAGAS) and OIG policies and procedures. In addition, the employee oversees information technology personnel to ensure that electronic working papers and project management systems support audit functions; cost benefit analysts that assist teams with statistical sampling and monetary benefits calculations, and operational analysts that manage the Office of Audit budget and other support programs.

Responsibilities include planning and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals, which are accomplished by:

  • Planning and overseeing the conduct of complex audits, evaluations, reviews, surveys or other analytical processes.
  • Ensuring audit projects meet professional standards in planning and execution and in the accumulation of evidentiary data. Also ensures approved audit objectives are met and that adequate practical coverage is achieved.
  • Reviewing audit reports and Postal Service management documentation to close recommendations, and discussing these documents with appropriate management. Presents oral briefings to management and key stakeholders.
  • Accumulating data, maintaining records, and preparing reports on the administration of audit projects and other assigned activities. Assists in evaluation of overall audit results.
  • Bringing about a shared understanding of job objectives, roles, and report messages by facilitating job-related meetings and coaching others when necessary.
  • Establishing and maintaining relationships with internal and external stakeholders including Postal Service management and the Postal Regulatory Commission.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's degree from an accredited college or university
  • At least seven years of specialized program or performance auditing experience in operations that includes planning and conducting performance evaluations
  • At least two years previous manager, or supervisor experience that includes managing lower level staff
DESIRABLE QUALIFICATIONS
  • CIA, CPA, CISA or CFE Professional Certification(s)
  • Bachelor's degree or advanced degree in Accounting
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  1. Demonstrated experience in directing complex audits, assessments, evaluations, reviews, surveys or other analytical processes in a deadline oriented and highly productive environment
  2. Demonstrated experience conducting a wide breadth of performance audits, assessments, and reviews
  3. Mastery of the theory, concepts, principles, and practices sufficient to conduct difficult assignments involving interfaces and inter-relationships between and among programs, systems, functions, policies and various issues
  4. Demonstrated experience to effectively communicate in writing, with emphasis on reporting, audits, reviews, surveys, evaluation findings, or similar results
  5. Ability to verbally communicate and present project results to senior officials
  6. Demonstrated experience serving as a director/manager/supervisor establishing work plans and the strategic direction of a program area, including performance evaluations
  7. Demonstrated experience building relationships with key stakeholders
