Summary

As a Public Affairs Specialist, you will work for the Office of Congressional and Public Relations as a Social Media Specialist.  Be responsible for implementing and overseeing content and audience engagement on the SLSDC’s social media platforms. Assist with coordinating and synchronizing tactical and strategic communication efforts with offices across the SLSDC.  Execute accurate communication of SLSDC policies, issues, and activities, for both internal and external audiences.

Duties

Help

At the full performance level, the Public Affairs Specialist:

  • Serves as a Social Media Specialist, working collaboratively with other Public Affairs Offices within the Department of Transportation and other federal agencies to execute a modern social media program, drive engagement, grow audience, and build communities.
  • Plans, advises, prepares and formulates strategies to release information on SLSDC programs, policies and functions through existing and emerging social media platforms.
  • Maintains currency on industry trends, techniques and changes, and provides information to leadership.
  • Applies modern multimedia techniques to create engaging content such as graphic creation and video editing.
  • Provides analysis of social media strategies and platform performance reports including metrics, trend analysis and recommendations for future efforts.
  • Establishes, develops and maintains effective relationships with new and traditional media outlets and public affairs personnel of specialized groups, including trade publication media and industry public affairs personnel, to expand interest in and news coverage of SLSDC programs.
  • Monitors content of print, broadcast and social media outlets on a daily basis to keep leadership aware of current media interests that could impact on their programs and decisions.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:

  • Experience utilizing desktop software to layout and design a variety of multimedia publications including exhibits, presentation materials, electronic print, and visual media.

To qualify for the GS-09 on Education alone, you must have:

  • At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.


To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: 

  • Experience developing creative social media projects including tasks such as production schedules, communication outreach initiatives, and work schedules.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.  

To qualify for the GS-12,you must have at least one year of experience equal or equivalent to the GS-11, it must include:

  • Experience developing and implementing new media strategies and applications (web and social media) for presenting important concepts and material to communicate organizational programs, policies, initiatives, or emerging issues.

You cannot qualify on Education at this level, you must have Experience.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience monitoring and analyzing social media metrics and recommending strategic plans to improve engagement in addition to developing and disseminating news media (e.g., news releases, feature articles, etc.) and information concerning an organization's activities and events which include evaluating the needs and interest of the organization AND working cooperatively with local and national media representatives and cultural groups.

You cannot qualify on Education at this level, you must have Experience.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
