Duties

Help

Coordinates and develops a recreation plan for developed and dispersed recreation sites.  Plans for recreation and wilderness area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management goals.  Responsible for preparation and administration of recreation event special use permits.  Monitors permittee compliance with special use permits. 

Assists in the development and the accomplishment of the district’s OHV program within the framework of existing planning documents.  Patrols OHV use areas to ensure areas are operated, used and maintained in accordance with the recreation plan and other appropriate planning documents.  Recommends specific requirements for use of OHVs and the proposed recreation facilities. Implements and manages the unit’s OHV recreation program, including but not limited to, identifying and conducting maintenance and reconstruction of OHV routes.

Serves as a Forest Protection Officer (FPO). Issues notices of field violations when violations of regulations are encountered. Conducts investigation, collects evidence and prepares case reports on violations. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions.

Provides public information and interpretive services, including detailed information concerning recreational opportunities.  Educate OHV users on potential resource damage caused by illegal use.  Serves as liaison with community organizations and interest groups to stimulate interest in and utilization of forest recreation facilities.

Exercises supervisory / managerial authorities and responsibilities less than 20% of the time, over a small crew that performs necessary trail maintenance, bridge construction/reconstruction, and various OHV unit projects/activities crucial to the Forest Service unit.

Qualifications

For the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-06).

Examples of specialized experience are:  assisted in the development of an Off-Highway Vehicle  (OHV) program. Patrolled OHV use areas to ensure areas are operated, used, and maintained in accordance with the recreation plan. Assisted specialists in the management of the unit’s OHV recreation program. Identified and conducted maintenance of OHV routes.

Selective Placement Factor: This position serves as a Forest Protection Officer (FPO), and as such, candidates must complete a background investigation to check for criminal history. The U.S. Government is authorized to ask for this information under E.O. 10677 and section 3301, of Title 5 of the U.S. Code; and parts 5, 731,
and 736 of Title 5, Code of Federal Regulations.  FPO candidates should be disqualified if they meet one or more of the following criteria:

1. Criminal records consisting of a felony or serious misdemeanor conviction(s).

2. A showing of a current drug or alcohol dependency.

3. A finding of current mental or emotional instability.

4. Any known criminal or non-criminal activity that would have the potential to prejudice courtroom testimony.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK:  Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Direct Deposit - Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to a financial institution of your choosing.

E-Verify: Federal law requires agencies to use the E-Verify system to confirm the employment eligibility of all new hires. This position is not eligible for telework.

This position requires completion of a three-year probationary period in accordance with the USDA Demonstration Project Authority. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.

Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Government housing is not available.

Forest Service daycare facilities are not available.

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Applicants with veterans' preference are listed ahead of applicants who do not have veterans' preference within each category.
