This research provides the substantive basis for decision¬ making by the Secretary, Deputy Secretary, and Assistant Secretaries of the Treasury Department.
Supervising Treasury economists in the preparation of memos and background and briefing materials on the topics above. In addition to capturing critical substantive issues, this material must translate technical and analytically-correct economic concepts into accessible language. As with the longer-term research, this material often has considerable influence on the policy decisions of senior Treasury officials.
Leading Treasury economists in the working group that serves the Social Security and Medicare Trust Fund Trustees. In this capacity, the incumbent establishes close and effective relationships with counterparts at the Department of Labor, the Department Health and Human Services, and the Social Security Agency as well as with the Public Trustees. Such relationships are essential to achieving consensus on areas of disagreements. In addition to helping to shape the general narrative of the annual reports on the financial status of the Trust Funds, the incumbent will identify, formulate, and oversee research on special topics related to the solvency of these systems. The incumbent briefs the Assistant Secretary on these issues and provides authoritative advice regarding proposed changes in Social Security, Medicare, and welfare programs.
Representing the Office of Economic Policy at inter-agency, departmental, and other conferences, meetings, and hearings at the request of the Assistant Secretary for Economic Policy or the Deputy Assistant Secretary. The incumbent will represent the leadership of the Office of Economic Policy and has the authority to answer substantive questions and to make commitments for these individuals (within established policies). In this capacity, the incumbent will engage with senior-level officials in other Treasury offices, senior-level officials from other domestic and international government agencies, business executives, officials of trade unions, and other stakeholders.
Directing and supervising a team of staff economists (most of whom have Ph.D.’s in economics) to produce supporting work for all of the activities described above. The incumbent is responsible for evaluating economists, attends to issues related to the morale and career development of this team, and ensures that staff members understand how their work fits in with Treasury priorities.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualifications set forth below.
MTQ 1 -Has extensive experience conducting and overseeing sophisticated econometric analysis using a wide array of technical approaches applied to market phenomena and policy changes. Able to tailor analysis appropriately to policy questions. Can clearly articulate the economic principles, analytic techniques, and major findings to non-specialists, including key decision makers within the Treasury Department and at other agencies.
MTQ 2 -Has broad knowledge and thorough understanding of specific government programs, including the institutional details, and potential changes to policy. Has comprehensive understanding of the forces underlying the budget implications and regulatory environment. Has demonstrated thorough knowledge of the current mechanics of these programs as well as a range of proposed alternatives. Has experience negotiating compromises in an interdisciplinary working group dedicated to the study of a specific government program.
MTQ 3 -Has experience leading and conducting program evaluation of government policies in various areas, especially, but not limited to, the labor market, health care, education, energy and the environment, banking and finance, pensions, infrastructure, and the safety net. Has taken a lead role in coordinating program evaluation across a very broad range of markets and policies. Has demonstrated consistent ability to explain government programs of all types and identify to the non-specialist the central issues of debate. Has experience briefing senior key leaders on these programs.
