Summary

This position is located within the Morale Welfare Recreation (MWR) Department, Naval Base Guam. The Deployed Forces Program is responsible for providing professional recreational management assistance, support and training to shipboard and home-ported military personnel.

Help

The primary purpose of this position is to plan, manage and administer a comprehensive Deployed Forces Program which includes day-to-day operations, implementing and executing Commander Navy Installations Command (CNIC) Fleet Recreation Operation and Maintenance, Navy equipment grant program and provide formal training to shipboard recreation services personnel within the Region.

Qualifications

A Bachelor’s Degree in Recreation, Leisure Studies, Exercise Science, or related field is preferred but may be substituted by an equivalent combination of education, training, and experience gained through relevant work experience which will enable the incumbent to competently and independently carry out the wide range of recreation programs in specialty areas through proper application of the principles, concepts and techniques of inter/intramural fitness programming, sports and fitness programming and facility management. Knowledge of the principles, techniques and methods or procedures used in organizing, planning, administering and conducting a wide variety of recreational programs including but not limited to military fitness, fleet recreation or other related recreational activities. Knowledge of exercise equipment suitable for shipboard use and skill in developing shipboard fitness spaces in order to provide a dynamic fitness and recreation program for the fleet. Knowledge of general business principles for financial planning/reporting and of the Department of the Navy budget process methods for APF and NAF funds to ensure optimum use of resources.Ability to plan, present, and execute budgets and to analyze impact on program and to forecast long term funding requirements. Knowledge of business principles and personnel management. Knowledge of current trends in recreation and their suitability for individuals, groups, ages and interests Knowledge of marketing and promotion techniques that motivate and encourage program participation. Knowledge of CNIC’s EEO policy and procedures. Knowledge of purchasing and inventory control, to insure that consumables, supplies, and equipment are properly safeguarded. Knowledge of facility management to ensure that all spaces are fully and properly programmed, utilized, maintained and when necessary renovated or replaced. Ability to develop and effectively deliver presentations and/or training. Ability to influence others in obtaining cooperation and assistance. Ability to perform the full range of supervisory duties. Ability to communicate effectively both orally and in writing.

Must be able to work varied work schedules to include holidays, weekends and evenings.  Subject to recall regularly.

Occasional travel of less than 10% may be required.

Must have or be able to obtain and maintain a current driver’s license within 90 days of being placed in the position.

Must have or be able to obtain and maintain a Secret Security Clearance.  As a position of trust and IT II position, employment is conditional based on the successful completion of an Access National Agency Check (ANACI/TIER 3).
