Summary

The initial Duty Station will be selectee's home address until the opening of the Area Census Office (ACO) on or about January 2, 2019 in Anchorage, AK. At that time employees will be required to report to the ACO. Applicants must reside within commuting distance of Anchorage, AK to be considered for this position.

A Supervisory trial period may be required.

Relocation will NOT be paid.

Duties

Help

The person selected for this position will:

  • Maintain contact with the Bureau's HQ liaison personnel on matters relating to policy, procedures, etc.
  • Provide direction to assigned Area Census Office (ACO) based on management decisions/directives.
  • Work with local organizations to promote the Census.
  • Be responsible for the management and close control of field, group quarters, recruiting, administrative and evaluation operations of a number of temporary field offices responsible for the enumeration of housing units.
  • Provide coordination, technical direction and provide analytical/logistical support in the Regional Census Center.
  • Monitor costs and progress of operations.
  • Perform or direct the recruiting, interviewing, testing, selection and induction of new employees.
  • Develop a strategic plan for ACO enumeration and recruitment.

EXPERIENCE: Applicants must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Examples of specialized experience include  experience in working in a team environment and giving information and training presentations, conducting meetings. Experience in recruiting, testing, interviewing and hiring new employees.

EDUCATION: Bachelors degree plus two full years of graduate education or master’s degree directly related to the position.

EXPERIENCE: Applicants must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience include  experience in working in a team environment and giving presentations and conducting meetings. Experience or academic training in data analysis.  Experience preparing cost reports and memoranda.  Experience in recruiting, testing, interviewing and hiring new employees.

EDUCATION: Three full years of graduate education or the Ph.D., directly related to the position.

Examples of specialized experience include  experience in working in a team environment and giving presentations and conducting meetings. Experience in supervising employees and supervisory personnel engaged in a decentralized field data collection activity or demonstrated supervisory potential.  Experience designing and implementing large scale surveys.  Experience or academic training in data analysis.  Experience preparing cost reports and memoranda.  Experience in recruiting, testing, interviewing and hiring new employees. Experience in evaluating performance and determining when disciplinary action is warranted.

  • Ability to supervise data collection activities conducted out of field offices to directly supervise a staff of decentralized office managers.
  • Knowledge of data collection operations.
  • Skill in analyzing cost and progress data and in preparing status reports and inquiry responses as necessary.
  • Knowledge of administrative payroll, promotion and outreach recruiting, etc.
  • Knowledge of human resource management techniques and regulations including EEO.
