Duties

Help

  • Provides consultative and technical services to program managers and all levels of management on a broad range of human resources management services.
  • Performs classification of positions as required for the recruitment activity.
  • Rates and reviews applications and makes determinations on eligibility for appointment.
  • Completes the entire hiring process for Federal and non-Federal appointments: confirming the selection, initiating the background investigation process, obtaining agency record checks and release dates, making the job offer, setting pay, processing the entrance on duty, and conducting new employee orientation.
  • Documents and completes tasks associated with the recruit action using an automated HR system for job requisitions.
  • Performs special assignments including participating in public outreach activities (e.g., career fairs, diversity recruitment outreach, informational sessions on recruitment and staffing, etc.)

Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date.

Qualifications

 EXPERIENCE:

Grade 12 - You qualify for this position if you possess one year of specialized experience equivalent to the GS-11 level in the Federal service or comparable pay band system.  For this position specialized experience is defined as experience completing staffing/placement activities for a range of occupations: classifying positions, drafting announcements using an automated staffing system; and evaluating applications for minimum qualifications.  In addition experience is required in applying applicable laws, regulations, Executive Orders, court decisions, and agency policies and procedures or recruitment and placement of personnel using federal HR principles, concepts, and practices while serving as s consultant providing advice and guidance directly to managers and employees on all phases of the recruitment and staffing processes through Merit Promotion Procedures and Delegated Examining.

 Grade 13 - You qualify for this position if you possess one year of specialized experience at the GS-12 level.  For this position specialized experience is defined as experience, in addition to that listed above, 1) providing guidance on human resources management programs (i.e. staffing and recruitments, organizational realignment, succession planning, classification/position justification, (2) applying a comprehensive knowledge of HR regulations to identify, analyze, and solve a variety of complex HR issues in multiple specialty areas (e.g. appointment authorities, EEO, performance management, classification, etc.); and (3) presenting findings and recommendations to senior leadership.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment.
