Duties

Help
  • Conducts inspections of organizations, systems, programs, and controls.
  • Reviews materials which may include existing data; information; standards; regulations; industry publications; academic publications; audit reports; investigation reports; inspection reports; and legislation.
  • Contributes to planning elements such as scope definition; inspection objectives; critical questions; data gathering techniques; stakeholder identification; inspection deliverables; and timelines.
  • Conducts interviews, site visits, document reviews, surveys, focus groups, and direct observation to gather data and information to support findings.
  • Analyzes quantitative and qualitative data and information to determine the condition (problem or success), magnitude, root causes, impacts and risk, and makes recommendations to address the root causes of problems.
  • Works as part of a collaborative team and fosters a sharing environment.
  • Monitors activities, provides assistance, and ensures the objectives of the inspection are being satisfactorily fulfilled within a desirable timeframe.
  • Drafts and edits inspection reports that are clear, concise, well-documented, well supported with evidence and analysis, and are client-focused.
  • Tracks corrective actions in response to inspection findings and recommendations.
  • Participates in annual inspection planning.

Qualifications

Time in Grade:

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.

Specialized Experience:

GS-11 Specialized experience is defined as experience gathering and preparing inspection reports that detect vulnerabilities to fraud, waste, and abuse in an organization.

GS-12 Specialized experience is defined as experience preparing inspection reports that detect vulnerabilities to fraud, waste, and abuse.

GS-13 Specialized experience is defined as experience in managing all aspects of inspection reports to detect inefficiencies, ineffectiveness, and identify areas for improvement within and organization.



In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

Substitution of education for specialized experience requirement at the GS-11 grade level:

Have at least three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS

No substitution of education for specialized experience at the GS-12 and GS-13 grade levels.



To be creditable, education must have been obtained in an accredited college or university.
