Summary

This position is located in the Office of Legislation and Congressional Affairs (OLCA). The incumbent serves as a Congressional Liaison Specialist, analyzes and develops issues presented by members of Congress; reviews correspondence with members of Congress; provides technical assistance to members of Congress; liaises with Department Offices to determine problem resolutions for correspondence from members of Congress and serves as a lead point of contact for congressional correspondence.

Duties

Help

As a Congressional Liaison Specialist, GS-0301-13 with the Office of Legislation and Congressional Affairs (OLCA) some of your duties will include:

  • Coordinating and developing appropriate Departmental responses to Congressional requests for specific assistance, or information involving the Department's programs and initiatives.
  • Identifying particularly controversial and sensitive issues to make recommendations.
  • Ensuring implementation of the appropriate congressional outreach strategies on such issues.   
  • Coordination of the Department's contacts with Capitol Hill and district offices on issues relating to the implementation of policies and programs under the Department's jurisdiction, and other matters of concern to Members of Congress and their staffs.
  • Serving as contact, as coordinating person from Office of Legislation and Congressional Affairs on issues relating to implementation of Departmental programs with other major Department offices.
  • Interpreting regulations and proposed regulations to Members of Congress, responsible for informing appropriate officials of Congressional intent regarding matters which are subject to the Department's regulations.

Qualifications

Minimum Qualification Requirements:

Specialized Experience for the GS-13

One year of experience equivalent to the GS-12 performing all three (3) of the following duties or work assignments:
1.    Experience coordinating and developing written responses to Congressional correspondence and inquiries.
2.    Experience managing congressional requests for information by receiving, evaluating, responding to, and referring work to appropriate divisions and offices, or to other entities including non-federal and federal agencies/organizations.
3.    Experience analyzing Congressional inquiries to identify controversial and sensitives issues, providing advice and guidance on handling of such identified issues to senior leadership, and providing response or resolution to such issues to Congressional Members or their staff.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).


1.    Knowledge of practical consequences of Federal regulations through direct experience of the application of those regulations in the field or indirect experience of their application a close working relationship with entities responsible for their implementation.
2.    Knowledge of the conflict and capability of State and Federal regulations on assigned areas. Comprehensive and detailed knowledge of the State and Federal programs of assigned areas. Special knowledge of the practical application of the Federal law at the state and local level.
3.    Knowledge of regulatory issues and processes including Departmental and OMB review and clearance. Special knowledge of the regulatory problems relating to Congressional review of proposed Departmental regulations.
4.    Knowledge, preferably first hand, of the programs under the jurisdiction of the Department of Education, Congressional procedure and operation including legislative oversight, appropriations activities, subcommittee and committee operations, procedures on House and Senate floors and in conference committees.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.

If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.

3.    Referral and Selection
