Duties

Help

Provides managerial assistance for a complete array of seed extractory functions.

Provides technical assistance to nurseries and other users of seed throughout the western United States.

Performs nursery and seed orchard work such as , fertilizing seedlings, controlling weeds both chemically and manually, pruning and removing trees, processing seedlings for storage, replanting and identifying new stock, installing and operating irrigation systems, and protecting trees from insect and animal damage.

Provides technical and administrative supervision to subordinate and temporary employees.

Plans work to be accomplished; sets and adjusts short-term priorities; and prepares schedules for completion of work.

Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided with the application to validate the coursework requirements are met.

Degree:  Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in  biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. 
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to the basic requirements, the following additional education and/or experience must be met to qualify.  Transcripts must be provided for qualifications based on education.  Your application or resume must clearly show that you possess the specialized experience requirements.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience requirements:

GS-7:  One year of specialized experience equivalent to at least the GS-5 grade level; one full year of graduate level education; an appropriate combination of graduate level education and specialized experience; or Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).  The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.  Specialized experience is defined as one or more of the following:   Assisted higher graded employees in accomplishing selected portions of short and long range work plans and made adjustments as changing conditions required; cleaned, tested and stored incoming conifer and native seed; maintained accurate records and prepared routine reports regarding seedling inventories, scheduled sowing’s, biological/botanical surveys and/or any nursery related special projects.

GS-9: One year of specialized experience equivalent to at least the GS-7 grade level; masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).  The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.  Specialized experience is defined as one or more of the following: Provided input to establish guidelines and performance expectations for staff members and made recommendations for employee improvement; assisted in the development, implementation and evaluation of ecological projects and/or botanical measurement studies; assisted in administering work in a functional work area such as native seed processing and seedling quality and control in a greenhouse, nursery, seed extractory or field production setting.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better.   Part-time and intermittent service will be credited only for time actually worked.  Non-pay status (such as LWOP) is credited for up to six months in a calendar year; anything beyond six months is not credited.  Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.
