Duties

Help
  • Utilize HR practices, laws, regulations, policies and precedents.
  • Advise managers on a full range of operational problems such as appropriate disciplinary or corrective techniques.
  • Help employees and managers understand their rights and obligations by explaining rules and procedures.
  • Conduct research and analysis to identify on a variety of operational problems which range from recurring to complex and unprecedented.
  • Maintain objectivity when resolving disputes/emotionally charged situations.
  • Administer and advise managers on Federal Labor Relations Statute.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience required at the GS-12:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: handle complex personnel problems to provide viable recommendations; advise management on disciplinary functions or other corrective techniques to find appropriate H.R. solutions; explain management and employee rights to foster understanding of H.R. laws/regulations; provide training for management to delineate their roles/responsibilities; serve as principal point of contact on labor-management matters at the local level. This definition of specialized experience is typical of work performed at the next lower grade/level position (GS-11) in the federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
