Summary

If selected, you will be responsible for the prevention, reduction, or elimination of wildlife damage or the threat of damage to natural resources, agriculture, human health and safety, and property. Control operations may involve avian species and mammalian species in urban, suburban and rural settings. You will provide technical assistance to individuals of the public, Federal, state (MD, DE, DC) and local entities as well as other Wildlife Services programs and cooperators.

Duties

Help

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

  • Provides technical assistance for wildlife damage management in Maryland, Delaware and DC.
  • Provides information on nuisance wildlife management strategies to callers on the toll-free line with wildlife problems. 
  • Conduct wildlife surveys to determine if management is necessary.
  • Issues a variety of permits for the State of MD, DE, DC.
  • Identifies wildlife damage and implements appropriate species selective management actions.
  • Keeps accurate records on work activities for the cooperator and Wildlife Services program using prescribed formats and procedures.
  • Participates in public outreach events to further the goals of the Wildlife Services program.

Special Conditions:

  • Successful completion of a 1 year probationary or trial period (if new hire to the Federal service)
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty to this position will be the responsibility of the selected employee.
  • This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use
  • Incumbent spends the majority of work time outdoors, frequently in wild land environments, such as forests, streams, and swamps, or agricultural environments, such as farm fields or barnyards.  The terrain may be uneven, rocky, muddy, wet, and thickly vegetated. Incumbent must be physically fit, willing and able to travel, and to work alone or with others in remote and isolated areas under various weather conditions.
  • There will be exposure to extremes of weather and temperature, biting insects, and contact with wild and domestic animals.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

FOR THE GS-5 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-4 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Use damage control techniques (including, but not limited to) predator, rodent and bird control toxicants, techniques, traps, snares and formulating scents and baits.
  • Prepare reports regarding activities, observations, events, and other relevant data collected.
  • Train on the control methods, procedures, technical aspects, and objectives used for wildlife damage control.
  • Inspect and survey areas with the ability to recognize various wildlife.
    Meeting and communicating with individuals or groups.
  • Recognize habits, characteristics, and habitats occupied by a variety of wildlife species.

OR Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. AT LEAST 6 semester hours of courses MUST have been directly related to Wildlife.

FOR THE GS-6 LEVEL: Applicants must have 1 year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors:

All of the requirements of the GS-05 Grade Level AND the following:

  • Technical experience trapping various species in urban, suburban and rural environments, including furbearers, small mammals, reptiles, and birds and familiarity using various traps to capture these animals and with little or no direction or supervision.
  • Experience using a variety of non-lethal and lethal control techniques to reduce bird and mammal activity.
  • Proficiency and safety in using a variety of firearms to remove damaging wildlife when necessary.
  • Experience maintaining contacts and developing working relationships with various parties, including but not limited to farmers, businesses, land owners, airports, natural resource managers, pest management, civil engineering, and other federal agencies.
  • Experience collecting scientific data and utilizing various computer software programs to manage, analyze and present the data that would include; word processing, spreadsheets, databases, presentation and GIS software.

OR Graduate education that included AT LEAST 18 semester hours with an emphasis in Wildlife.

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-7 LEVEL: Applicants must have 1 year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors:

All of the requirements of the GS-05/06 Grade Levels AND the following:

  • Experience selecting appropriate wildlife damage management strategies, techniques, and tools and apply them to specific situations.
  • Experience interpreting and applying policies, regulations, laws, and ordinances that affect wildlife damage management operations and working within those guidelines to be in compliance with wildlife directives and policies.
  • Experience in the use of computers for word processing, spreadsheets, GIS and database applications to be efficient and effective in communicating project needs, required to analyze and present data. This may include preparing reports and educational or publicity materials in support of wildlife program activities. 
  • Experience in assessing the abundance, behavior, and habitats of North American wildlife species to make sound decision on best management practices. 
  • Experience communicating controversial wildlife damage management techniques to various parties, including business owners, natural resource managers, federal agencies, as well as the general public.
OR Graduate education that included AT LEAST 18 semester hours with an emphasis in Wildlife.

Equivalent combinations of education and experience are qualifying for this grade level.

This education must have been successfully completed and obtained from an accredited school, college, or university.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-5/6/7 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The category rating procedure is used to rank and select eligible candidates.
