Summary

The Office of Investment Security, in the International Affairs office of the U.S. Department of the Treasury, fulfills Treasury’s statutory responsibilities as chair of the Committee on Foreign Investment in the United States (CFIUS), which has the authority to review the national security effects of foreign acquisitions of U.S. businesses. The office plays a lead role in maintaining U.S. openness to foreign investment, helping to ensure an open investment policy towards U.S. investors.

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Researching strategies to ensure foreign inward investment policies are consistent with international norms, including through coordination with other offices in the International Affairs division of Treasury. Providing recommendations consistent with analysis;
  • Providing pertinent information for decision making on key mission-critical policy issues;
  • Handling lower level cases and examining the cases in order to identify and address, as appropriate, any national security concerns that arise as a result of the information provided;
  • Assisting in drafting memoranda to senior Treasury officials presenting the issues raised by particular transactions notified to CFIUS;
  • Working closely with other Investment Security staff, Treasury legal counsel and other Treasury program offices, other agencies, and parties to transactions, to ensure timely progression of cases.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Experience performing financial or economic research; AND
- Experience analyzing international financial policy issues; AND
- Experience communicating results of research and analysis to supervisors.
-OR-
You may qualify with education as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
-OR-
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
-Experience assisting with research of financial or economic policy; AND
-Experience with international financial policy issues; AND
-Experience communicating results of research and analysis to supervisors.

You may qualify with education as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
-OR-
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 18 semester hours may be combined with experience.

CONDITIONS OF EMPLOYMENT:

- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
