Summary

This position is located in the Branch of Aquatic Species and Habitat Conservation, within the Division of Fish and Aquatic Conservation (FAC). The incumbent leads national aquatic habitat programs and coordinates national initiatives and projects with particular focus on fish passage and aquatic habitat conservation. Position serves as a technical expert, provides support on emerging fish and wildlife conservation issues, and develops partnerships and initiatives that support FAC programs.

Duties

Help
  • Identifies need for, develops and supports updates in national policy, procedures and funding priorities and needs for fish passage and aquatic habitat grant programs.
  • Reviews and interprets existing, new, and proposed regulations, legislation, statutes, and policies pertaining to fish passage, aquatic habitat conservation, and natural resources.
  • Collaborates with Fish and Wildlife Conservation Offices to ensure consistent implementation of policies and guidelines and to identify and address emerging fisheries and aquatic conservation issues and opportunities.
  • Provides recommendations for cooperative and partnership efforts to develop management opportunities that enhance and protect fish and wildlife and their habitats.
  • Responds to requests for information from other Fish and Wildlife Service units, the Department of Interior (DOI), Congress, states, other Federal agencies, fishery management councils, constituency groups, and the general public.

Education Requirement for the 401 Series:

Degree: major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. A photo copy of official transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position. OR

You must have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. A photo copy of official transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to at least the GS-12 level in the Federal service. Examples of such experience may include: identifies need for, develops and supports updates in national policy, procedures and funding priorities and needs for fish passage and aquatic habitat grant programs; communicate verbally and/or in writing complex biological science issues to both scientific and laymen audiences; use various written communication methods to persuasively articulate concerns, conclusions, recommendations, and positions; and establish cooperative working relationships with a wide range of stakeholders, including individuals and groups with differing viewpoints.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Comprehensive knowledge of biological processes (particularly related to fish and wildlife biology and fish and wildlife conservation, community ecology, and environmental biology) to: recognize the validity of technical program proposals and reported achievements; evaluate policy and programs; and undertake complex, cross-program and multi-agency biological studies and projects.
  • Demonstrated ability to manage competing priorities, including but not limited to, administration, policy development, program implementation, and strategic planning.
  • Ability to communicate orally to collaborate and work with individuals and groups at all levels within and outside the service.
  • Ability to clearly communicate in writing to develop high quality information papers, reports, document analysis, guidelines, and briefings for various audiences.
  • Ability to establish and maintain effective internal and external partnerships with government and private entities relating to fish passage, aquatic habitat conservation and the management and protection of fish and wildlife habitat on Federal or non-Federal lands.
  • Ability to gather, assemble, analyze, and represent relevant technical information on fish passage and aquatic habitat activities.
  • Demonstrated ability to manage competing priorities, including but not limited to, administration, policy development, program implementation, and strategic planning.
  • Knowledge of theory, principles, and methods of fish and wildlife conservation to provide technical input on program administration, policy development and interpretation, and legislation for fish, wildlife, and aquatic resources activities.
