The position is located in the Office of Inspector General, Office of Legal Services (OLS). OLS is responsible for providing legal services to the OIG, as well as the operation of the OIG nationwide hotline which is the focal point for receiving and evaluating complaints or information from the general public, private organizations, Department of Labor (DOL) employees, other agencies, and Congress.

The incumbent will serve as a technical expert performing a wide range of program management and analytical functions relating to receipt, review, analysis, and resolution of complaints, as well as special projects involving hotline data analysis and program risk assessment.

DUTIES 

  • Ensures that hotline complaint data is accurately, completely, and consistently entered in the database in order that it can then be easily compiled, manipulated, and reported in a variety of formats to illustrate trends, risks,  and vulnerabilities in DOL programs and operations.
  • Provides expert advice, both oral and written, with respect to the analysis, review, and resolution of complaints from all sources -- including members of the public, federal employees, and Government and Congressional officials --  concerning fraud, waste, and abuse in the programs and operations of the Department, as well as various labor racketeering violations.
  •  Independently performs research using a variety of civil, criminal, and administrative sources, related records and public files, and agency files to ascertain the validity of allegations, notate trends or risks, and determine the proper disposition of complaints.
  • Prepares professional, comprehensive, and timely written products, including responses to complainants or high-level officials, ensuring that the writing is clear, logical, and grammatically correct, and that no such response improperly or unlawfully discloses confidential or sensitive information.
  • Conducts a variety of problem-solving activities associated with all aspects and stages of federal hotline operations, including but not limited to: intake and vetting procedures, complaint processing, analysis processes and practices, jurisdictional questions, IG authority issues, personal and data privacy concerns, among others.

Qualifications

Specialized experience for GS-12:: You must have at least 52 weeks of specialized experience equivalent at the GS-12 level in the federal service or at an equivalent level. Specialized experience is defined as: performing work in a hotline or call center, including daily phone interaction with a variety of callers, some of whom may be angry or confrontational, and who are seeking information or other forms of assistance; knowledge of Federal administrative and regulatory procedures and requirements related to hotline operations, such as Privacy Act requirements and FOIA procedures; experience using case management software to enter, track and collate case data and information.

Specialized experience for GS-13: You must have at least 52 weeks of specialized experience equivalent at the GS-12 level in the federal service or at an equivalent level.  Specialized experience is defined as: performing research using computerized search tools to locate information relevant to incoming complaints or inquiries; experience conducting in-person interviews to perform intake of complaint information; experience analyzing detailed information, which may contain inconsistent or contradictory facts, in order to develop and recommend relevant course(s) of action; experience producing statistics and/or metrics using hotline data in response to established reporting requirements or as requested.

Education

There is no substitution of education for the required specialized experience at the GS-12 level and above.
