Duties

Help
  • Serves as the Deputy Assistant Secretary (DAS) for the National Vaccine Program Office (NVPO).
  • Provides administrative and technical support to the Assistant Secretary for Health for the direction and management of the national vaccine plan.
  • Serves as the principal advisor to the ASH on the development/ implementation of policies to protect Americans against vaccine-preventable diseases and to minimize adverse reactions to vaccines.
  • Supervises employees, subordinate supervisors and/or team leads.

Qualifications

Basic Requirement(s):
A. Possess a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. B. Possess a Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. (Must provide transcript)

Graduate Training

Possess 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

AND

Licensure: You must possess a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A COPY OF YOUR CURRENT LICENSURE IS REQUIRED WITH YOUR APPLICATION.

Specialized Experience:

GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included experience such as:
  • Directing a national vaccine program which determines if vaccines and immunizations are safe and effective;
  • Developing policies that impacts the well-being of the public and the nation against vaccine-preventable diseases;
  • Determining if vaccines and immunizations are in compliance with laws and regulations; and
  • Performing supervisory duties such as: assigning work; developing performance standards, and/or identifying ways to increase workload productivity.


Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

This position requires specific coursework and/or a degree to meet the basic education requirement.
