Help

As a, TRAFFIC MANAGEMENT SPECIALIST, GS-2130-9/11, you will serve as the Installation Transportation Agent appointed by the USP&FO. Plan, direct, and monitor the commercial Transportation Program for the Command. Serve as the financial activity manager for transportation funds. Develop long range plans for the efficient operation of the Traffic Management Program. Analyze transportation courses of action to determine most efficient and cost effective mode of movement. Ensure laws, procedures and regulations are uniformly applied and complied with by all users. Provide advisory services to the USP&FO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions. Establish direct communication with Federal and State Departments of Transportation for the movement of Army equipment via commercial carriers. Manage transportation funding within the State. Manage the DoD mandated Container Management Program and Certification of all shipping containers. Execute duties and responsibilities to support mobilization, demobilizations, Homeland Defense and State and Federal emergency operations.

Qualifications

INTRODUCTION: The purpose of the position is to manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.

PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Officer, Warrant Officer or Enlisted - MAJ/O4 and below

Compatible Military Assignments: OBR: 01A, 88A, 90A, 91A, 92A; WMOS: 011A, 882A, 890A, 913A, 914A, 915E, 920A, 920B, 922A, 923A; ECMF: 91; EMOS: 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92G, 92Y

GENERAL EXPERIENCE: Must have experience, education, or training which has provided administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Experience dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-09- Must have at least 24 months of experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.

SPECIALIZED EXPERIENCE: GS-11- Must have at least 36 months of experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures; and familiar with transportation requirements and systems for specific geographic areas (International and Continental United States).

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade GS-11.

STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
